Key Responsibilities
  • Project Scope Development
    • Collaborate with business customers, IT technical staff, and PMO to define project scope objectives, ensuring a thorough understanding of project needs and estimated effort.
    • Assess hardware, software, and licensing requirements, and guide customers in developing fiscal budgets for project spending.
    • Ensure formal acceptance of project scope, ensuring that scope and stated goals include all required work to complete the project.
  • Requirements Elicitation
    • Work closely with the user community to validate that the technology solution meets their needs.
    • Elicit formal requirements using interviews, requirements workshops, site visits, surveys, business process descriptions, Use Case scenarios, and business, task, and workflow analysis.
    • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from underlying true needs.
    • Proactively communicate and collaborate with external and internal customers to analyze needs and functional requirements, delivering the following artifacts as needed: Functional requirements, Business Requirements Document, Use Cases, GUI, Screen, and Interface designs.
  • Project Lifecycle Management
    • Manage the initiation, planning, execution, controlling, and closure processes of the project life cycle.
    • Prepare project charters to formally initiate the project and secure sign-off by the sponsor.
    • Lead business and technical teams through solution validation, installation, and implementation plans, etc. Teams may be augmented with consultants and suppliers determined within the project boundaries.
    • Perform all aspects of schedule management to determine planned start and finished dates and baseline the project activities.
    • Track and manage project schedules to ensure delivery of critical path milestones agreed to and approved by the customer and IT.
    • Track and report project progress and project team performance, risk, and issues to project stakeholders.
    • Coordinate vendor implementation activities, which are external in nature but must be seamlessly factored into the program timelines.
    • Assure Project Quality Management throughout the project through progress and reviews of deliverables against established requirements baselines.
    Requirements
    • A Bachelor's degree in Computer Science, Business, Information Technology, or a relevant field, or an equivalent combination of education and experience.
    • Five (5+) years of formal project leadership experience with various project lifecycle methodologies (waterfall, agile, iterative, etc.).
    • Minimum of three (3+) years of experience in a role responsible for specific technologies, specialties, and/or disciplines (e.g., applications development, networking, telephony, database administration, etc.).
    • Strong political and people skills to effectively communicate and manage change.
    • Proven track record of customer relationship management with suppliers, IT technical managers/directors, etc.
    • Demonstrated experience as a Project Manager producing and managing project delivery documentation with an emphasis on formal project lifecycle and SDLC documents.
    • Familiarity with healthcare IT delivery and preferably experience in a small or critical access hospitals.
    • Proficiency in the utilization of project management scheduling tools (e.g., MS project, CA Clarity, PlanView, etc.).
    • Analytical skills to identify problems and offer solutions.
    • PMP certification preferred, but not required.
