Position Overview

This effort will provide Engineering Support Services for the United States Coast Guard (USCG), Aviation Logistics Center (ALC), Short Range Recovery (SRR), Medium Range Recovery Range (MRR), Medium Range Surveillance (MRS), and Long Range Surveillance (LRS) Divisions at the USCG Aviation Logistics Center (ALC) in Elizabeth City, NC.

Key Responsibilities
  • Advise key SRR program tenants on cost, performance, and schedule during acquisition upgrades.
  • Assist USCG managers with program/project execution, including technical feasibility, planning, development, prototyping, testing, validation, certification, sustainment, and delivery issues pertaining to SRR aircraft.
  • Provide recommendations, planning strategy, and assist with project status and projections for SRR upgrade programs.
  • Determine the appropriate tasks and subtasks to be accomplished by the Contractor workforce.
  • Develop and maintain a repository of documents recording all SRR development program activities, milestones, decision points, and corresponding rationale.
  • Research and prepare written reports on aircraft modification schedules, logistics support, aircraft reliability centered maintenance, support task orders, and depot level maintenance.
  • Develop schedules, workflows, budgets, and material procurement plans.
  • Participate in advisory roles in planning/progress meetings and technical reviews.
  • Provide daily oversight of all Contractor personnel.
  • Liaise with the COR for all performance issues, contract issues, and scope definitions.
Minimum Qualifications
  • Hold a SECRET security clearance at time of proposal submission and maintain it for the life of the contract.
  • Hold a bachelor's degree in project management or a certification as a Project Management Professional. Six years of relevant project management experience may substitute the requirement for a bachelor's degree.
  • Have ten years of relevant USCG or DOD project management experience in technical feasibility, planning, development, prototyping, testing, validation, certification, and sustainment of aviation systems. Relevant experience shall be identified as experience obtained within fifteen years of award date. A master's degree in project management will substitute for two years of project management experience.
  • Experience in aviation engineering or aviation project management is desired.
  • Experience or training in Aviation Safety is preferred.
  • Be proficient in the use of the Microsoft Office suite programs: Outlook, Word, Excel, Project, and PowerPoint, and know how to use these tools for communication and suitable presentations of research results and recommendations.
