Position Overview
As a Lead GIS Systems Analyst, you will hold a pivotal technical role focused on the strategic planning, design, operation, and upkeep of the Geographic Information System (GIS) alongside other integrated information systems and databases.
Key Responsibilities
- Spearhead or contribute to GIS and information system initiatives, encompassing the deployment and integration of novel systems and application development.
- Uphold a high level of industry knowledge and introduce innovative tools and resources.
- Serve as the administrator for the ESRI Portal and AGOL environments within the Water and Power Department.
Compensation
The annual salary for this role ranges from $90,000 to $110,758, with a hiring range of $90,000 to $96,400, contingent upon qualifications and experience.

Essential Functions
- Collaborate on project teams for the migration of data models across four utilities to the ESRI utility model.
- Oversee the implementation and testing of software upgrades and service packs in a test environment prior to production upgrades.
- Plan, design, develop, and maintain integrations between the enterprise GIS and various software applications and databases across multiple platforms.
Administrative Duties
- Develop, support, and maintain feature services, web maps, and applications in the Portal.
- Manage user/group permissions and administrative tasks.
- Facilitate field collection operations for multiple applications.
- Generate and maintain reports for state and federal agencies.
- Ensure system reliability through after-hours system and application upgrades.
Qualifications
- Education: Bachelor's Degree in Geographic Information Systems, Geography, Computer Science, or a closely related field. Equivalent combinations of education and experience may be considered.
- Required Experience: Minimum of 4 years in geodatabase administration, system implementation, and application development.
Preferred Experience
- Experience in a utility setting (water, electric, or broadband fiber) is highly desirable.
- Familiarity with administering an ArcFM geodatabase.
Knowledge, Skills, and Abilities
- Advanced expertise in geodatabase design and administration, including data modeling, database security, performance optimization, and versioning.
- Knowledge of utility-based business processes and systems, including electric distribution, municipal broadband fiber systems, and water distribution.
Working Environment
- Occasional light to moderate physical effort, including frequent standing or walking.
- Exposure to routine office noise and equipment.
