WHO WE ARE

We are the Metropolitan Council, the regional government for the seven-county Twin Cities metropolitan area. Our mission is to plan for the future of the metropolitan area and provide essential regional services.

Risk Management is tasked with identifying and assessing the Council's potential losses through effective risk control and financing strategies. The department formulates, recommends, and executes suitable risk management initiatives to safeguard the agency from adverse impacts.

Role Overview:

The Director - Risk Management is responsible for creating, executing, and overseeing a comprehensive risk management program that aligns with the Council's business goals while minimizing risk exposure.

Key Responsibilities:
  • Design and implement strategies, processes, and controls for the Council's operational risk management framework.
  • Collaborate with stakeholders to establish and execute a comprehensive loss reduction plan, focusing on Workers' Compensation and Auto Liability.
  • Negotiate contracts ensuring risk transfer provisions align with the Council's risk appetite.
  • Work with Executive Management to define clear and measurable risk retention parameters.
  • Develop and monitor risk management effectiveness indicators across the Council and its divisions.
  • Set departmental objectives for claims and risk management, providing guidance to claims supervisors and managers.
  • Lead the Risk department in claims handling processes that support Council objectives.
  • Provide ongoing training to enhance awareness of risk management practices organization-wide.
  • Engage in all aspects of the Council's property program, collaborating with underwriters.
  • Participate in the marketing and negotiation of the Council's Rail Liability policies with underwriters, utilizing expertise in rail contracts and safety.
  • Work alongside the Council's insurance broker to effectively market and place various insurance policies, balancing cost, coverage, and compliance.
  • Contribute to the management of the Council's captive insurance program.
Minimum Qualifications:

Any of the following combinations of education (in risk management, business, finance, or a closely related field) and progressive experience (in risk management or claims management):
  • Bachelor's degree with nine (9) years of experience, including five (5) years of progressive supervisory or management experience.
  • Master's degree with seven (7) years of experience, including five (5) years of progressive supervisory or management experience.
Desired Qualifications:
  • Experience in a self-insured and self-administered environment.
  • Familiarity with risk transfer language in construction contracts.
  • Relevant industry certifications (e.g., ARM, CRM).
  • Experience fostering an equitable and respectful workplace that values diversity.
Knowledge, Skills, and Abilities:
  • Understanding of risk management principles.
  • Familiarity with insurance policy coverages.
  • Knowledge of statutory provisions related to insurance and public entity liabilities.
  • Awareness of claims statutes and rules.
  • Proficiency in Microsoft Office, especially Excel.
  • Experience with Risk Management Information Systems (RMIS).
  • Strong interpersonal and leadership skills.
  • Aptitude for managing diverse opinions within a team.
