Job Description:

The client is seeking a senior project manager to manage the planning and implementation of a new version of the Laboratory Information Management System (LIMS) for their Newborn Screening program. The selected candidate will work with multiple internal and external stakeholders and selected vendor(s) to analyze, plan, and implement the new version of the LIMS.

This lead project management role will be responsible for working with senior-level business executives, IT personnel, business program resources, and Vendor staff to execute project requirements and manage stakeholder expectations.

The project manager will manage the day-to-day activities for the project and complete all input to the State Project Management (Touchdown) system as needed.

Responsibilities:
  1. Work with the client to obtain a thorough knowledge of the needs of a lab information management system.
  2. Develop necessary project management, change management, risk management, rollout, and training plans.
  3. Manage scope, resources, timelines, costs/budget, quality, communication, and procurements to meet the goals of the State.
  4. Lead and perform hands-on analysis of the business and technical environments, and write procurement documents.
  5. Work with vendors to manage contract deliverables, oversee all vendor activities to ensure that all milestones are met.
  6. Ensure that project plans and schedules are established and maintained, ensuring that deliverables are completed timely and accurately.
  7. Establish project governance, conduct formal presentations, coordinate with all project stakeholders, and ensure that appropriate project controls are instituted.
  8. Serve as an IT project liaison to the business client.
  9. Work with business stakeholders to develop necessary project management, change management, risk management, rollout, and training plans.
  10. Work with the technical team to ensure technical readiness during implementation and supervise implementation activities.
  11. Develop and maintain all required client project documentation.
Requirements:
  1. Results-oriented individual with a strong work ethic.
  2. Excellent IT Project Management, negotiation, communication, and problem-solving skills.
  3. Ability to lead effective project meetings tailored to the audience.
  4. Proficiency in project management, agile, scrum, and kanban software tools.
  5. Strategic planning skills with a good understanding of roadmap development.
  6. Ability to write and present effective project materials, including presentations and status reports.
  7. Ability to work effectively with all levels of staff, clients, and other IT personnel.
  8. Proven experience working collaboratively with business/program partners.
  9. Ability to effectively identify and resolve system or business process/project issues.
  10. Ability to build, influence, lead, and motivate effective teams towards end results.
  11. Flexibility, adaptability, and ability to work in a high-demand dynamic environment.
  12. Strong analytical skills.
  13. Strong written and oral communication skills, including development of project materials.
  14. Experience writing Procurement documents (RFP/RFQ) and technical artifacts.
  15. Experience as a Project Manager on a cloud-based implementation project is a plus.
Preferred Qualifications:
  1. Candidate with PMP Certification.
  2. Agile/Scrum Master certification is a plus.
  3. Experience managing or supervising legacy system upgrade and/or replacement projects.
  4. Experience collaborating with State and Local Government.
  5. Experience with public health lab system and programs.
  6. Experience planning and managing data conversion activities.
  7. Experience building rollout plans.
