Serco is seeking skilled Estimators with expertise in commercial construction to assist in recovery efforts for the Federal Emergency Management Agency (FEMA) Public Assistance initiatives across the Midwest.

This role involves both professional and support personnel who will provide assistance to state, tribal, territorial, and local governments, as well as select private non-profit organizations.

Serco is committed to delivering timely and effective support to FEMA's mission, aiding those impacted by both man-made and natural disasters.

These positions require flexibility for deployment throughout the designated region.
Key Responsibilities:
As an Estimator, your duties will include:
  • Creating detailed cost estimates for infrastructure projects.
  • Assessing cost claims submitted by applicants for accuracy and reasonableness.
  • Reviewing provided information and identifying any additional data required.
  • Researching and updating equipment rates used for reimbursing applicants for their owned equipment utilized in eligible work.
  • Developing and validating the Scope of Work (SOW) and Cost Estimates based on Site Inspection Reports (SIR).
  • Providing comprehensive Damage Descriptions and Dimensions (DDD).
  • Entering project data into the Grants Manager (GM) system, ensuring consistency among DDD, SOW, and cost estimates, supported by relevant documentation.
  • Employing standard sampling methodologies to verify project details.
  • Documenting project requirements in Requests for Information (RFI) while collaborating with the Project Delivery Manager and Task Force Lead to address outstanding inquiries.
  • Conducting peer reviews of project estimates prepared by team members.

Qualifications:
To excel in this position, candidates should possess:
  • A bachelor's degree with a minimum of 5 years of relevant experience; or 10 years of experience in a related field.
  • 1-2 years of experience in estimating large commercial infrastructure projects.
  • 1-2 years of experience in estimating services for eligible work types such as restoration of roads, bridges, water control facilities, buildings, utilities, debris removal, and community facilities.
  • The ability to obtain and maintain a FEMA Public Trust clearance.
  • U.S. citizenship.
  • Capability to complete FEMA-specific training.
  • Proficiency in Microsoft Office and strong written and verbal communication skills.
  • Willingness to deploy to various locations with short notice.
  • Ability to commit to deployments lasting 6-12 months.
  • Comfort with using mobile technology.
  • Capacity to work independently and collaboratively under pressure with tight deadlines.

Preferred Skills:
Additional experience that would be beneficial includes:
  • A minimum of 2 years of experience with FEMA Public Assistance programs.
  • Familiarity with FEMA Public Assistance policies and procedures.
  • Training in the new Public Assistance delivery model.
  • Possession of an active FEMA badge.
