Senior Test and Evaluation Manager


Position Overview:

  • Utilize your understanding of Department of Defense (DoD) test and evaluation methodologies to aid in the design, planning, execution, analysis, and reporting phases of test and evaluation initiatives, including relevant FAA certifications and procedures, to evaluate the performance of aeronautical systems, subsystems, and equipment throughout various acquisition phases and milestones.
  • Review, develop, and update pertinent program documentation for Test and Evaluation (T&E) management requirements across all necessary actions for awarding weapon system-related contracts, including pre-award documentation, development of evaluation criteria, assessment of contractor proposals, and post-award documentation processes.
  • Assess the levels of effort, resources, and integration needed to create executable T&E programs and implement the T&E strategy.
  • Conduct research to establish minimum testing requirements, define task scope, and select alternatives.
  • Prepare, maintain, update, and review comprehensive test plans and related documentation, including T&E strategies, test reports, requirements, and objectives, ensuring compliance with specifications and mandatory guidelines, while providing recommendations for enhancements as needed.
  • Advise on and evaluate test data requirements essential for achieving program test objectives within budgetary and scheduling constraints.

Essential Qualifications:

  • MA/MS degree with twelve (12) years of experience in the relevant technical/professional field, including five (5) years in the DoD -OR-
  • BA/BS degree with fifteen (15) years of experience in the relevant technical/professional field, including five (5) years in the DoD -OR-
  • High School Diploma/GED with twenty (20) years of directly related experience, including eight (8) years in the DoD.
  • Proven experience with test and evaluation plans.
  • U.S. Citizenship is required.
  • Active Secret Clearance is mandatory.
  • Candidates must consent to personal, employment, clearance, and education verification. No exceptions.

Preference may be given to candidates residing in a Hubzone Area, which is a program for small businesses operating in Historically Underutilized Business Zones.
