Job Overview

The City of Dover is in search of a dedicated individual to undertake both routine and intricate technical and professional tasks associated with urban planning, focusing significantly on land use and development initiatives. This role involves assisting the Planning Director in delivering technical and administrative support to the public and various boards, commissions, and committees, including the Planning Board, Conservation Commission, City Council, and Zoning Board of Adjustment.

This is a full-time position, requiring 40 hours per week. The salary range is competitive, and a comprehensive benefits package is available.

Key Responsibilities:

  1. Evaluate applications submitted to the Technical Review Committee and Planning Board, including site plans and subdivisions, and prepare recommendations for various boards and committees.
  2. Initiate enforcement actions for land use regulation violations, conducting investigations and collaborating with legal staff as necessary.
  3. Support the Conservation Commission by reviewing applications related to environmental impacts and assisting with conservation initiatives.
  4. Consult with stakeholders on development options and processes, providing timely responses to inquiries.
  5. Maintain accurate records of daily activities and ensure proper documentation.
  6. Contribute to the development of long-term strategic plans, including updates to the City’s master plan.
  7. Assist in creating departmental newsletters, press releases, and educational materials.
  8. Attend various board and committee meetings, serving as a liaison as assigned.
  9. Support the Director in project management and review processes for development proposals.
  10. Help stakeholders navigate the City’s development regulations and planning efforts.
  11. Collaborate with the Director to propose amendments to ordinances and prepare necessary documentation.
  12. Conduct field inspections related to planning and community development projects.
  13. Provide research assistance and prepare various forms of correspondence and reports.
  14. Deliver presentations to staff and community groups, and engage in local and regional planning organizations.
  15. Participate in professional development opportunities to enhance knowledge of zoning, code enforcement, and GIS.
  16. Foster effective working relationships with colleagues, other departments, and the public.
  17. Adhere to safe work practices and procedures.
  18. Perform additional related duties as assigned.

Qualifications: A minimum of a high school diploma is required, along with four years of college education leading to a Bachelor's degree in urban or rural planning, community development, or a related field. A Master's degree in Planning and Community Development is preferred. AICP certification is a plus but not mandatory.
