Position Overview:
The Trade Compliance Licensing Supervisor collaborates with a dedicated team of licensing professionals and internal partners to evaluate international business obligations, prepare export license submissions, leverage applicable license exceptions, and guide business associates through export approval processes. This role primarily concentrates on the Export Administration Regulations (EAR) while also providing support for related export authorization activities under the International Traffic in Arms Regulations (ITAR) as needed. The position includes direct supervision of 2-3 team members.
Key Responsibilities:
- Lead a team of licensing professionals in assessing business needs and determining necessary export/import authorizations in compliance with EAR (or ITAR when relevant).
- Analyze international trade requests to establish suitable export approval actions; draft and prepare license applications utilizing OCR EASE Global Trade Management System.
- Review and document applicable EAR exceptions for specific business transactions.
- Conduct peer evaluations to ensure the accuracy and completeness of license applications and exception determinations in line with regulations and company policies.
- Oversee the issuance of export approvals.
- Address any authorization inquiries from the licensing team.
- Manage export compliance requirements to ensure adherence to authorization approvals and conditions, and identify and provide export license training as necessary.
- Assist in developing and implementing standard operating procedures, work instructions, and written guidance.
- Stay informed about regulatory updates to the EAR and ITAR, advising the business and trade compliance team of relevant changes affecting authorization needs.
Qualifications:
- A Bachelor's degree or higher in a relevant field is strongly preferred.
- 5-8+ years of experience in global trade licensing is required.
- Prior experience in a similar role within a high-tech or defense organization with substantial volumes and licensing agreements.
- Experience managing a team of licensing professionals.
- Understanding of EAR licensing requirements; familiarity with license exceptions such as TMP, RPL, GOV, TSU, and STA, along with knowledge of UTIC rule application is advantageous.
- Familiarity with ITAR is encouraged.
- Proficient in computer applications: OCR EASE, SNAP-R, DECCS, MS Office, MS Teams, and SAP/GTS is preferred.
- Demonstrated leadership abilities with a proactive approach to innovation and assertiveness.
- Able to serve as a resource for resolving complex issues and challenges.
- Capable of performing effectively under pressure and managing multiple deadlines; able to make timely and sound business decisions.
- Ability to work independently and collaboratively with minimal supervision.
- Strong organizational, time management, and program management skills.
- Commitment to integrity and professionalism.
- Excellent verbal and written communication skills, along with strong presentation capabilities.
