About the Role

The Washington State Department of Revenue is seeking a highly skilled Program Manager to join our Legislation & Policy division in Tumwater, WA. This is an exciting opportunity for a dynamic leader to serve in a dynamic organization, working with a dedicated and professional team of tax experts.

The Program Manager will play a key role in enabling the division to successfully accomplish its responsibilities. The division reports to the Senior Assistant Director for Tax Policy, and the incumbent reports to the Assistant Director (AD) of L&P and is part of the L&P management team.

The incumbent will work with other managers at the highest levels of the Department and occasionally with elected officials and senior personnel from other agencies. This position supports the Department's mission by advocating policies that result in the fair and efficient collection of revenue or the administration of Department programs and by assisting in the successful management and operation of L&P's activities.

Key Responsibilities

  • Oversight of L&P's legislative work.
  • Evaluation of state and local tax programs and policies.
  • Program management support.

Qualifications

To be successful in this role, you will need:

  • Bachelor's degree in business administration, accounting, public administration, political science, or closely related field.
  • At least five (5) years of demonstrated leadership experience, including:
    • Strategic and operational planning.
    • Human resource management, including establishing written performance expectations and evaluations.
    • Developing and implementing strategies to bring about positive change for a work group.
    • Effective project management skills that demonstrate success in effectively managing multiple programs, projects, and people in a constantly changing environment.

Preferred Qualifications

We are looking for candidates with:

  • Law degree from an accredited school of law.
  • Licensed to practice law (active or inactive).
  • At least five (5) years of legal experience, including practice in tax law.
  • Significant experience analyzing or drafting Washington tax legislation or interpreting, implementing, or applying Washington tax laws.
  • A comprehensive knowledge of the legislative process.
  • Familiar with the procedures and technical drafting rules and guidelines used by the Washington State Office of the Code Reviser
  • Lean, change management and strategic planning experience
  • Demonstrated success in mentoring, counseling, advising, and assisting staff to succeed, both within their work environment and in developing to their fullest potential
  • The ability to communicate effectively with legislators, government officials, business representatives, and community representatives or community advocate organizations
  • A demonstrated history of productive partnership building to actively and meaningfully involve internal and external stakeholders in the policy process.
  • Excellent presentation skills

Telework Option

This position is required to work in the office three days per week during the legislative session. During the interim, the position is expected to be in the office at least two days per month or as business needs require.
