Program Analyst and Point Loma San Diego CA

We are seeking a highly skilled Program Analyst to join our team at NAVWAR. The successful candidate will provide support to the operating program of the Command, preparing initial work plans and draft reports based on existing procedures or observation of the activity studied.
Key Responsibilities- Provide support to the operating program of the Command.
- Prepare initial work plans and draft reports based on existing procedures or observation of the activity studied.
- Review both operational plans and current incoming work projects.
- Make recommendations for improving methods.
- Advise on the adequacy of the budgeting.
- Determine the need for work standards and control systems.
The ideal candidate will have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Planning, coordinating and managing the Government Purchase Card Program (GCPC).
- Ensuring regulatory compliance with federal laws and regulations.
- Providing technical guidance regarding contracting procedures.
- Analyzing policy and procedural problems.
Applicants may substitute education for experience in the following situations:
- For the GS-07: One full academic year of graduate education, law school, or Superior Academic Achievement (SAA).
- For the GS-09: Successful completion of a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to a master's degree.
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
- You will be required to obtain and maintain a current valid United States driver's license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
