​Job Title: Procedures Development Specialist II

​The Department for Public Health (DPH), Commissioner's Office, Health Equity Branch, is seeking an individual to review and study the operational procedures and policies of health equity. This is a federally funded time-limited (FFTL) position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position.



​Responsibilities and Duties:


  1. ​Develop and implement operational policies and procedures for program operations.
  2. ​Develop forms, documents and reporting criteria.
  3. ​Assist in analysis of health equity policies.
  4. ​Correspond with local, state and federal personnel and provide technical assistance.
  5. ​Develop presentations, training materials, and guidance documents.
  6. ​Reviews and revises health equity program instructional material.
  7. ​Assists with the development of program budgets and advises on financial issues.


​Preferred Knowledge and Skills:


  • ​Strong oral and written communication skills.
  • ​Ability to convey ideas to other effectively.
  • ​Demonstrate budgeting experience and knowledge of allocation of funds.


​Minimum Requirements:


  1. ​Bachelor's degree in a related field.
  2. ​Three years of professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field.


​This is an unclassified (non-merit) position. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

​Incumbents working in this job title primarily perform duties in an office setting.
