Position Overview:
This role is eligible for the Education Debt Reduction Program (EDRP), which offers reimbursement for student loan payments.

Applicants must fulfill specific eligibility criteria as per VHA policy and submit their EDRP application within four months of their appointment.

Approval, award amounts (up to $200,000), and eligibility periods (ranging from one to five years) are determined by the VHA Education Loan Repayment Services program office following a comprehensive review of the EDRP application.


Essential Qualifications:

Citizenship:

Only U.S. citizens may be appointed unless there are no qualified citizens available, in accordance with VA Policy.

Proficiency in the English language is required. According to 38 U.S.C.

7402(d), individuals in direct patient care roles must demonstrate proficiency in both written and spoken English.

Educational Background:
  • Completion of a practical or vocational nursing program accredited by the appropriate State agency or the National League for Nursing Accrediting Commission (NLNAC) at the time of graduation.
Exceptions may apply for military healthcare education or training recognized by the licensing authority in the jurisdiction where the individual is licensed, qualifying for full LPN/LVN licensure, or for those licensed in jurisdictions that do not mandate graduation from an approved school, provided they have at least one year of successful practice as an LPN/LVN.

Licensure - Must possess an active, full, current, and unrestricted license as a Graduate Licensed Practical or Vocational Nurse in a U.S. State, Territory, Commonwealth (e.g., Puerto Rico), or the District of Columbia.


Grade Criteria:
In addition to the basic qualifications mentioned, the following criteria must be satisfied for each grade level. GS-3: No additional requirements beyond the basic qualifications.

GS-4: Six months of relevant experience as an LPN or LVN; or graduation from an approved school (which may be waived as specified in paragraph 4 of Section) and one year of experience involving nursing care in a hospital, outpatient clinic, nursing home, or other supervised medical or patient care settings, providing practical knowledge of human anatomy and sterile techniques; or graduation from an approved school of at least 24 months duration.

LPNs at the GS-4 level are expected to perform all duties of GS-3 employees while exercising greater judgment, requiring less supervision, and adhering to established policies and procedures.

GS-5: Completion of at least one year of qualifying experience at the GS-4 level or equivalent.

Demonstrated knowledge and capability to deliver a comprehensive range of practical nursing care to patients with diverse physical and/or behavioral issues.

Collaborates with RNs and/or MDs/DOs to effectively orient and train less experienced LPNs/LVNs and/or Nursing Assistants (NAs)/Health Technicians (HTs) in accordance with acceptable standards of practice to enhance patient care delivery.

Provides education to patients and/or their families regarding common health conditions, medications, and prescribed treatment plans.

Exhibits the ability to function as a responsible member of the nursing team, interacting appropriately with patients, family members, and other healthcare professionals involved in patient care, while incorporating established customer service standards.

Knowledge and skills to prepare, administer, and accurately document actions related to commonly prescribed medications as permitted by local facility policies.

Observations and documentation must include the patient's response to administered medications and any changes in the patient's condition reported to the RN or MD/DO.

Recognizes the need for emergency measures and promptly seeks assistance from the RN or MD/DO, assisting in resuscitation procedures as necessary.

Identifies and appropriately responds to equipment malfunctions, safety hazards, and supply shortages, reporting these to the relevant personnel for corrective action.

Work is performed under the general supervision of an RN or MD/DO. Individuals at this level are expected to possess a broad working knowledge of practical nursing procedures, with more complex practices subject to higher-level review.

GS-6: Completion of at least one year of additional qualifying experience at the GS-5 level or equivalent, fully meeting all performance standards for the GS-5 LPN/LVN.

Proficient in initiating, performing, and completing assigned duties in patient care for various populations.

Ability to carry out assigned patient care based on conditions, using judgment to select the appropriate order and sequence of procedures and treatments, while accurately recognizing, reporting, and recording relevant patient information.

Work should require only general review by an RN or physician for appropriateness and compliance with established policies.

Ability to observe, identify, and respond to patient care needs, including medication, equipment-assisted care, and patient/family education. In organizing and delivering care, the LPN/LVN must consider emotional, cultural, spiritual, socio-economic, and age-related factors.

Prepares and administers prescribed medications and performs treatments according to established protocols.

Observes for physical and/or emotional changes in the patient's condition due to prescribed medications/treatments, documenting changes accurately and reporting deviations to the RN or MD/DO.

Recognizes urgent or emergent patient care situations, seeks assistance from the RN and/or MD/DO, and initiates appropriate emergency interventions as directed.

Understands human behavior, patient motivations, and reactions to situations, effectively utilizing this knowledge in interactions with patients, families, and staff.

Establishes constructive relationships with patients and families to foster positive communication and socialization skills.

Promotes an environment of respect for patient and family rights to privacy and dignity in all aspects of care delivery.

Incorporates established customer service standards in all interactions with patients, families, and other customers.

Knowledge and skills in supporting complex diagnostic tests and specialized procedures, including patient preparation, assisting in examinations, handling specialized instruments, and monitoring patient conditions.

Serves as a preceptor for orienting and training less experienced LPNs/LVNs or NAs/HTs in support duties for complex tests/procedures.

Actively seeks educational opportunities to enhance nursing knowledge and skills, sharing new insights with staff to improve nursing practice.


Preferred Experience:

Experience in primary care, operative care, emergency department, or clinic settings is preferred. References: VA HANDBOOK 5005/3 PART II APPENDIX G13. The full performance level for this vacancy is GS-6.

The actual grade at which an applicant may be selected for this vacancy ranges from GS-3 to GS-6.


Physical Requirements:

Refer to VA Directive and Handbook 5019. The Licensed Practical Nurse (LPN) is assigned to the Pre Anesthesia Teaching (PAT) Clinic within the Operative Care Division (OCD).

The responsibilities of this position include, but are not limited to:

Functioning as a team member under the guidance of the Registered Nurse, providing care to Veterans preparing for medical or surgical procedures requiring sedation or anesthesia. Responsible for delivering patient-centered care, demonstrating the ability to conduct focused nursing assessments, identify care needs/interventions, and provide education to patients and families.

Interventions include medication administration, immunizations, blood glucose testing, and vital signs monitoring, reporting any deviations from normal. Provides age-appropriate care and employs techniques to de-escalate disruptive patients. Adapts to new procedures in a dynamic environment, preparing and administering prescribed medications and performing treatments according to established protocols.

Observes for physical and/or emotional changes in patients' conditions due to prescribed medications/treatments, promptly documenting changes and reporting deviations to the RN or MD/DO.
