Department Overview:

The Business Transformation Department at the Internal Revenue Service (IRS) is on the lookout for a seasoned, innovative leader in business transformation. This role is ideal for someone passionate about enhancing government operations through creative solutions. As a vital member of our team, you will assist the IRS and the Tax Administration Division (ITA) in establishing and maintaining a leading position as a trusted advisor during modernization and transformation initiatives, which encompass personnel, processes, technology, and data. You will encounter technical challenges that foster your growth while ensuring your contributions enhance taxpayer satisfaction and have tangible benefits for the public.

Key Responsibilities:

The MITRE IRS Business Transformation Department is seeking a Principal Engineer to enhance our expanding portfolio in business transformation. This role will primarily focus on strategic operations within tax administration, with potential influence across various departments within MITRE's Center for Government Effectiveness and Modernization (CGEM) related to tax administration or other Treasury-related agencies. In addition to serving as Project Leader or Technical Leader for sponsors, the Principal Engineer will collaborate across the division to ensure effective utilization of tax administration data, methodologies, and technologies to improve governmental mission outcomes. By exemplifying expertise in relevant technical areas, the Principal Engineer will work closely with Department Managers to realize a coherent vision across government projects and independent research initiatives.

The ideal candidate will possess experience in developing and implementing business processes, familiarity with data-intensive environments, and a strong understanding of key data management principles. Leadership experience in project teams and a proven track record in analyzing operations for business re-engineering are essential.

As an operator of Federally Funded Research and Development Centers (FFRDCs), MITRE emphasizes early-stage development and design. We deliver prototypes and engage with executive leadership to shape agency technical strategies. The Principal Engineer will ensure that sponsor strategies and execution remain aligned for success.

Basic Qualifications:

  • A minimum of 10 years of relevant experience with a Bachelor's degree; or 8 years with a Master's degree; or a PhD with 5 years of experience; or an equivalent combination of education and experience.
  • Experience in Tax Administration.
  • Proven history of successful senior-level operational leadership, including government processes, strategy development, ethics, governance, automation, and monitoring.
  • Familiarity with data architecture and management strategies, including the data lifecycle and governance.
  • A strong interest in understanding the business needs and challenges of government sponsors.
  • Experience leading multidisciplinary teams.
  • Ability to tailor communications for technical and executive audiences.
  • Executive leadership experience and organizational knowledge.
  • Experience in business transformation.
  • Eligibility for IRS Moderate Suitability (US government clearance).
  • This position requires a minimum of 50% hybrid on-site work.

Preferred Qualifications:

  • MBA or advanced degree in a related field.
  • Experience in a consulting role.
  • Experience working with the Federal government.
  • Experience as a business integration manager.
