Role Purpose:
The Senior Project Engineer is responsible for the development, execution, and oversight of capital improvement initiatives related to water facilities, including upgrades to treatment plants, pump stations, storage tanks, pipelines, and wastewater systems. This role involves leading engineering projects for both water and wastewater system enhancements, collaborating closely with internal teams to ensure successful project outcomes. The engineer will also contribute to strategic planning efforts and manage external consultants and contractors effectively.
Key Responsibilities:
- Oversee capital projects valued between $6-$8 million annually, from conceptual design through to internal funding approvals.
- Manage the development, design, and construction phases of various capital projects, ensuring compliance with engineering standards and procurement policies.
- Incorporate corporate Technical and Environmental Health and Safety standards into project specifications.
- Monitor project expenditures to align with budgetary constraints and prioritize projects based on funding availability and risk assessments.
- Collaborate with the master planning department to ensure capital project planning aligns with medium and long-term system requirements.
- Assist in preparing analyses and reports for regulatory bodies and internal stakeholders as needed.
- Enhance project delivery efficiency by tracking performance metrics and exploring alternative procurement methods.
- Manage environmental and governmental permitting processes in coordination with local teams.
- Support construction management to ensure timely project completion and adherence to budget and standards.
- Engage in master planning for existing systems and new acquisitions, preparing capital improvement plans and valuations based on site assessments.
- Contribute to the development of engineering design processes and standards.
- Provide technical guidance on engineering and operational challenges, supporting facility assessments.
- Work collaboratively across corporate and local business units.
- Oversee infrastructure improvement projects, including below-ground structures and dams.
- Administer infrastructure renewal programs, coordinating with various departments to ensure successful project execution.
- Manage inspection services for various projects, ensuring compliance with organizational policies and objectives.
- Handle special projects, including coordination with external agencies and local authorities.
- Prepare and manage all aspects of project initiation and closure, including funding documentation and reporting.
- Maintain comprehensive project records for all facilities.
- Willingness to travel to various project sites as required.
- Job sites are typically within a reasonable distance from the local office, with occasional longer travel required.
Education/Experience:
- Bachelor's Degree in Civil, Mechanical, or Environmental Engineering or a related field; equivalent experience may be considered.
- At least 10 years of experience in managing design or construction projects, with a minimum of 5 years focused on water/wastewater projects.
- Proven experience in leading and managing diverse teams.
- Strong project management capabilities across all project phases.
- In-depth knowledge of water and wastewater process applications.
- Effective leadership and communication skills, fostering teamwork and collaboration.
- Experience with alternative project delivery and contracting methods.
- Proficient in computer applications relevant to project management and budgeting.
- Financial acumen, including budget management and risk assessment.
- Broad understanding of multiple engineering disciplines to address complex project challenges.
- Professional Engineer (PE) license in NJ is required for the Senior Project Engineer role.
- PMP and/or Construction Management certifications are advantageous.
