Job Overview

Constellation West is seeking a highly skilled Requirements Advocate to support the NC3 Enterprise Center with day-to-day responsibility for overseeing and managing NC3 Operations. The successful candidate will maintain enterprise-wide visibility, assess comprehensive operational and technical risk, and develop, present, and advocate future capabilities, risk management options, and prioritization recommendations to the Chairman Joint Chief of Staff (CJCS) and Deputy Secretary of Defense (DepSecDef) on behalf of all NC3 Stakeholders.

Key Responsibilities
  • Translate NC3 guidance and articulate interoperable capabilities utilizing national, DOD, and CJCS guidance with specific knowledge of CJCS Emergency Action Procedures, USSTRATCOM Emergency Action Procedures, CJCS Instructions, and DODI.
  • Develop responses for Senior-level decision documentation at the Combatant Command, Joint Staff, or DOD OSD levels, and staff complex packages and adjudicate content.
  • Provide mission capability advocacy supporting the USSTRATCOM Integrated Priority List, the Program Objective Memorandum, and the Office of the Secretary of Defense Program Budget Review activities.
  • Participate in various key NC2 forums, including the NLCC Issues Working Group, NC3 Issues Working Group, NLCC Capabilities Integration Team, and others.
  • Conduct Capability Based Assessments and develop Initial Capability Documents, Functional Capabilities Board and Joint Capabilities Board processes, and identify DOTMLPF Change Recommendations as they relate to NC3 equities.
  • Work with US Government Interagency functions and processes, or analyze and synthesize multiple interagency products to create requirements to support the mission.
Requirements
  • At least 5 years of experience in translating NC3 guidance and articulating interoperable capabilities.
  • At least 3 years of experience in providing mission capability advocacy, participating in key NC2 forums, conducting Capability Based Assessments, and working with US Government Interagency functions and processes.
  • Security Clearance Required: TS/SCI.
