POSITION SUMMARY
This role is pivotal in overseeing the Inspection Department's operations, focusing on conducting thorough building plan evaluations and supervising on-site inspections to ensure compliance with relevant codes and regulations. The position operates under the direct guidance of the Building Official.
KEY RESPONSIBILITIES
- Manage and assess the performance of team members;
- Engage with property owners, contractors, and the public at the permitting counter, providing clarity on rules, regulations, and standards;
- Conduct and oversee inspections of residential and commercial construction sites to verify adherence to municipal, state, and federal codes; maintain detailed inspection records;
- Investigate potential breaches of the Building Codes, ensuring all infractions are addressed or cited appropriately;
- Compile data for digital records related to building types, occupancy, dimensions, height, and associated structural elements, along with a list of issued permits;
- Evaluate existing structures in conjunction with business licensing to confirm compliance with building codes;
- Review architectural plans and construction documents;
- Interpret codes and regulations for contractors and property owners, addressing inquiries related to construction and compliance;
- Assess unsafe structures, including those that are damaged or abandoned, and recommend appropriate corrective actions;
- Issue warnings or halt work orders for non-compliant projects;
- Participate in meetings concerning assigned sites and projects;
- Oversee the management of inspection records, including the scanning and archiving of construction documents and permit issuance;
- Financial Duties: Prepare and process purchase orders; provide recommendations that influence budgetary decisions;
- Perform additional duties as required.
EDUCATION AND EXPERIENCE REQUIREMENTS
A Bachelor's or Associate's degree in engineering, architecture, or construction management, coupled with five (5) to seven (7) years of progressively responsible experience in field engineering or inspection within an administrative context, or an equivalent combination of education and experience that provides the necessary knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES
- Familiarity with municipal and departmental policies and procedures;
- Understanding of local, state, and national building codes;
- Awareness of occupational hazards and safety measures;
- Knowledge of standard engineering, construction, and building practices;
- Ability to exercise independent judgment and discretion;
- Proficiency in prioritizing and scheduling tasks;
- Effective communication skills with contractors, builders, developers, and the general public from diverse backgrounds;
- Competence in basic computer applications for document processing and spreadsheets;
- Skill in operating voltage/amperage testing equipment;
- Capability to maintain routine records;
- Aptitude for establishing and nurturing cooperative working relationships;
- Ability to operate municipal vehicles.
CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS
- Possession of a valid State of Georgia Driver's License is required.
- Preferred: International Code Council (ICC) certification as a Certified Building Official, with certification in three (3) or more areas (Residential Building Inspection, Commercial Building Inspection, and Building Plans Examiner). Some deficiencies in certification may be considered with the expectation of obtaining required certifications within six months of appointment.
PHYSICAL DEMANDS
This role typically involves activities such as walking, sitting, standing, balancing, bending, kneeling, crouching, or crawling. The employee may occasionally lift light to moderately heavy objects, climb ladders, and utilize tools or equipment requiring a high degree of dexterity while distinguishing between color shades.
WORK ENVIRONMENT
Work is primarily conducted outdoors at construction sites, with potential exposure to varying weather conditions, rough terrain, noise, dust, dirt, and machinery with moving parts. Protective equipment may be necessary at times.
