Job Summary

We are seeking a highly skilled and motivated Program Developer to join our team. As a key member of our management team, you will be responsible for developing and implementing programs that promote housing outcomes, client satisfaction, and data-driven decision making.

Key Responsibilities
  • Assist in setting and monitoring department performance goals aligned with Department of Homeless Services Shelter Performance System metrics.
  • Audit and recommend improvements for current intake, enrollment, case conferencing, and discharge processes across AHS programs.
  • Develop methods and strategies to ensure consistent audit-readiness and perform internal audits as necessary.
  • Work closely with Program Director to ensure program compliance with contract and regulatory requirements.
  • Create data collection methods and evaluate client outcomes for program goals.
  • Monitor data and program performance in real time, track trends, and suggest data-informed modifications or improvements.
  • Develop and implement consistent onboarding process for new hires across AHS programs.
  • Develop and maintain centralized comprehensive resource hub to improve awareness of and streamline referrals to services.
  • Train staff in BronxWorks Assistance with Self Administration of Medication policy and assist senior staff in maintaining fidelity to model.
  • Develop and maintain centralized housing status hub to track connection to housing opportunities across programs.
  • Consumer Satisfaction and Client Grievance policies and procedures, including development and administration of regular client satisfaction survey, aggregation of client suggestions, and impartial evaluation and response to client complaints.
  • Prepare proposals for development/expansion/continuation of programs.
  • Oversee asset management and tracking and perform regular asset audits.
  • Assist supervisors in preparing reports to funding sources.
  • Assist with developing and monitoring corrective action plans for areas of program not meeting performance expectations.
  • Facilitate monthly department meetings and provide updates on Key Performance Indicators (KPIs).
  • Develop an iterative process of supervising and monitoring housing outcomes, including placement quality and re-entry to shelter.
  • Submit reports to supervisor on a monthly basis, or more frequently as required.
  • Supervise other Quality Assurance staff and Housing staff in Adult Homeless Services Department as assigned.
  • Act as supervisor and point of contact for matters related to compliance, performance metrics, and policy/procedure as appropriate in absence of Program Director and/or Director of Social Services.
Qualifications
  • Master's degree in social work, public health, sociology, human services, or related field.
  • Minimum 2 years' experience in social services or related field.
  • Strong oral and written communication, time management, and organizational skills.
  • Proficiency in Microsoft Office suite, including strong Excel skills.
  • Basic understanding of data management and manipulation.
  • Familiarity with CARES, StreetSmart, and AWARDS databases a plus.
  • Strong presentation skills and ability to represent the agency at functions and meetings.
  • Ability to collect and analyze Key Performance Indicators (KPIs) and outcomes.
Physical Requirements
  • Ability to use a computer for prolonged periods.
  • Ability to occasionally lift and/or move up to 10 pounds.
  • Ability to stand, walk, or sit for long periods of time.
  • Ability to climb five flights of stairs.
  • Ability to bend and retrieve objects and/or documents.
  • Ability to travel in the boroughs of New York City and its adjacent counties via public transportation.
  • Ability to travel for a minimum of 1 mile within a reasonable amount of time and in all types of weather, including inclement weather.
