Position Overview

Serco North America is seeking experienced Sustainability Project Coordinators to assist in the Federal Emergency Management Agency's (FEMA) Public Assistance recovery efforts. These roles will involve a mix of professional and support staff dedicated to aiding various governmental and non-profit organizations in the aftermath of disasters.

Key Responsibilities:

  • Conduct thorough site evaluations to ensure compliance with environmental regulations, floodplain management, and historic preservation mandates.
  • Perform environmental assessments and impact studies as required.
  • Analyze architectural and engineering documentation, including designs and existing plans.
  • Document findings and analyses comprehensively in written reports.
  • Develop detailed scopes of work that align with relevant codes and standards.
  • Validate scopes of work submitted by applicants to ensure adherence to established requirements.
  • Demonstrate a solid understanding of NEPA Section 106 and the National Historic Preservation Act (NHPA).
  • Prepare and review cost estimates for proposed projects.
  • Provide technical guidance to FEMA personnel regarding claims during arbitration processes.
  • Serve as an expert witness if arbitration hearings are conducted.

Qualifications:

Essential:

  • A Bachelor's degree in environmental science, planning, geography, historic preservation, archaeology, civil or environmental engineering, or a related discipline, accompanied by a minimum of 5 years of relevant experience.
  • 1-2 years of hands-on experience in Environmental Planning, specifically in large-scale commercial construction projects.
  • 1-2 years of experience in Environmental Planning related to restoration efforts for infrastructure such as roads, bridges, and public facilities.
  • Ability to obtain and maintain FEMA Public Trust clearance.
  • U.S. citizenship is required.
  • Proficiency in Microsoft Office applications.
  • Willingness to deploy within a 24-48 hour notice across designated regions.
  • Availability for extended deployments of 6-12 months.
  • Comfortable using smartphones and other mobile technology.
  • Ability to work independently and collaboratively under pressure with tight deadlines.

Preferred:

  • At least 2 years of prior experience with FEMA's Public Assistance program.
  • Professional certifications such as PE, PWS, CWB, or NCARB.
  • Familiarity with FEMA policies and the new Public Assistance delivery model.
  • Possession of an active FEMA badge.
