Position Overview

This role is pivotal in managing the logistics, storage, and distribution for Mobile Collections Operations, while also overseeing fleet administration within the CBC division. The individual will provide guidance to Mobile Packing personnel, Mobile Unit Operators (MUOs), Fleet Coordinators, and other related roles in Warehouse or Transportation. Ensuring adherence to Standard Operating Procedures (SOPs), Driving Safety initiatives, Federal Highway Safety Administration (FHWSA) regulations, Department of Transportation (DOT) standards, and other pertinent regulatory bodies is essential. The manager will monitor the mobile calendar and collaborate with Collections and Donor Recruitment teams to assess equipment and mobile requirements for effective blood drives.

Supervisory Responsibilities:

This position is responsible for supervising staff members.

Reporting Structure:

Reports to the Associate Director of Collections.

Key Responsibilities

Core Duties and Responsibilities:
  • Manage daily operations of mobile packing, MUO, and fleet maintenance teams.
  • Act as a resource for MUOs regarding daily packing, setup, and material acquisition for efficient operations.
  • Conduct or assign driver safety evaluations for relevant staff.
  • Ensure compliance with current DOT regulations.
  • Oversee the preparation, stocking, and organization of supplies for mobile operations.
  • Manage equipment maintenance for mobile units, including tracking, inventory, packing, unpacking, and Quality Control.
  • Supervise preventive maintenance and repairs for fleet vehicles.
  • Address and follow up on customer feedback related to mobile packing and driving issues as necessary.
  • Maintain records for CBC mobile vehicles for tracking purposes.
  • Review Quality Control reports.
  • Ensure staff adherence to SOPs.
  • Uphold compliance with CBC safety policies and procedures.
  • Manage emergencies related to operations and/or fleet.
  • Conduct interviews, hire, and oversee Warehouse and Transportation personnel.
  • Provide written evaluations of staff performance and compliance with SOPs.
  • Document any staff behavior or attendance issues as required.
  • Promote a positive image of CBC to the community through excellent customer service.
  • Assist Collections leadership with the annual budgeting process.
  • Oversee the Annual Fleet budget in collaboration with other enterprise partners regarding fleet management or vehicle procurement.
  • Negotiate cost-effective repair, purchase, or leasing agreements with vendors for the fleet.
  • Coordinate with DMV for the licensing of new fleet vehicles and renewals for existing vehicles.
  • Manage all vehicle incidents and act as a liaison with insurance and third-party claimants.
  • Maintain a clean driving record.
Additional Responsibilities
  • Serve as a professional role model in demeanor, appearance, and interactions with staff and donors.
  • Communicate with the Training Manager and Specialists regarding retraining for staff not compliant with SOPs or facing job performance challenges.
  • Ensure confidentiality of personal information concerning donors and staff.
  • Stay updated with all changes by participating in scheduled in-services.
  • Engage in the organization's change management processes related to mobile packing or fleet operations.
  • Provide recommendations for enhancing organizational processes related to mobile packing or fleet management.
  • Participate in professional activities to remain informed about industry trends and regulations.
  • Prepare various reports as needed.
  • Attend conferences and seminars as required.
  • Offer suggestions for improving business unit practices and processes.
  • Perform any related duties as assigned.

Qualifications

Required Education & Experience

Education:
  • High School diploma
Related Experience:
  • 5+ years in a regulated environment, such as blood banking or transportation.
  • 1+ year of supervisory experience.
  • A combination of education, training, and experience that provides the necessary knowledge, skills, and experience to perform essential job functions.
Preferred Qualifications:

Education:
  • Associate degree in Business, Automotive Technology, Management, or Supply Chain Management.
Experience:
  • 2+ years in supply chain management or procurement.
  • 2+ years in fleet management and driver training.
  • Experience in blood banking, healthcare, or a related field.
Licenses / Certification:

Must possess and maintain a valid operator's license (MO CDL class B, KS CDL class B) and a clean driving record. All infractions or suspensions must be reported to the supervisor.

Knowledge, Skills & Abilities

Knowledge:
  • Understanding of regulatory standards (FDA, AABB, cGMP, OSHA) for blood collection.
  • Familiarity with regulatory standards (DOT, FHWSA) for fleet management and driver safety.
  • Working knowledge of BEC systems and staffing modules.
  • Proficient in Microsoft Office Suite.
  • Knowledge of budgeting procedures.
  • General understanding of donor collection operations, including donor registration, eligibility assessment, phlebotomy techniques, and product handling and management; knowledge of donor recruitment, testing, and product services operations.
  • Familiarity with computerized accounting systems.
