Job Title: Program Specialist, NMTC

Cinnaire Corporation is seeking a highly skilled Program Specialist to join our team. As a Program Specialist, you will play a critical role in the success of our New Markets Tax Credits (NMTC) program.

Job Summary:

The Program Specialist will be responsible for collecting, analyzing, and reporting on data related to community development projects funded by Cinnaire's NMTC program. This includes performing risk rating analyses, conducting compliance testing, and preparing reports for corporate investors and the U.S. Treasury.

Key Responsibilities:
  1. Collect and track financial statements, compliance certificates, audits, tax returns, and impact information from Cinnaire's portfolio of NMTC projects.
  2. Perform annual risk rating analyses for each community development project, including scheduling and participating in annual update meetings with project representatives.
  3. Initiate semi-annual compliance testing for each community development project, using various financial and tax figures, and clearly communicate findings to corporate investors.
  4. Prepare reports on community development project impact and program reporting to the U.S. Treasury.
  5. Assist in coordinating project pipeline information, including requesting information from projects and completing analysis used to facilitate project selection.
  6. Assist in program compliance reviews and the organization of tasks required throughout the process of closing real estate loans.
  7. Collaborate with third-party accounting firms and internal finance teams to communicate expectations and oversee the review, delivery, and filing of Cinnaire sub-CDE tax returns, including tax payments and estimates.
Requirements:
  • Bachelor's degree in accounting or finance required.
  • Two years of continuous professional work experience preferred.
  • Strong Microsoft Office Suite skills (Excel, Word, Teams, SharePoint) required.
  • Strong organizational skills and attention to detail.
  • Strong communication skills: must have the ability to communicate clearly with both large financial institutions and small businesses.
  • Ability to manage time effectively and independently.
  • Ability to understand and analyze financial statements from entities across different industries.

Reporting Relationship:

Reports to Senior Vice President, Public Funding.

Supervisory Relationship:

None.

  • Ability to work on a computer for extended periods of time.
