Position Summary
The Quality Assurance Supervisor will oversee project quality standards in civil and structural construction. Key responsibilities include daily quality control reporting, managing subcontractors, overseeing submittals, conducting quality phase meetings, and performing regular field inspections to prevent contract non-conformance. The ideal candidate will be a champion of continuous process improvement throughout the project lifecycle and within the organization.
Key Responsibilities
- Collect, process, and analyze data to develop effective solutions.
- Collaborate with the Project Manager to ensure timely submission of daily reports.
- Produce clear and concise documentation.
- Thoroughly understand all aspects of contracts, specifications, addenda, pre-bid information, and plans.
- Establish and maintain strong professional relationships with clients and their representatives, including field inspectors.
- Execute tasks with precision and attention to detail.
- Maintain Non-Conformance Report Logs and generate accurate reports on actions and trends.
- Gather data to create user-friendly reports for management regarding project performance metrics for Quality, including rework costs and non-conformance reports, driving continuous improvement.
- Document all project meetings accurately and distribute minutes in a timely manner.
- Continuously seek to enhance processes and procedures to minimize waste and improve competitiveness.
- Demonstrate excellent organizational skills and effective time management.
- Coordinate the availability of testing personnel, equipment, and laboratory compliance.
- Ensure timely execution of activities and actions necessary for effective project startup.
- Review specifications to ensure compliance with client expectations for deliverables.
- Integrate quality management systems to achieve efficient and goal-oriented programs.
- Review testing methods and procedures with in-house technicians and subcontractor labs.
- Ensure the acceptability of incoming products and materials.
- Initiate and track corrective actions for non-conformance issues.
- Conduct the Three Phase Quality System at the project level daily.
- Oversee the preparation of Sampling and Analysis Plan (SAP) documents, ensuring compliance throughout all phases.
- Adhere to safety procedures and address non-compliance among all personnel.
- Lead the Project Management team in preparing technical project submittals, ensuring completeness and quality.
Qualifications
- Must be a U.S. Citizen for security clearance requirements.
- Bachelor's Degree in Engineering, Architecture, or Construction Management with at least 2 years of relevant construction experience, or a minimum of 5 years of experience in a similar role.
- Current certification in USACE Construction Quality Control for Contractors.
- Proficient in the Three Phases of Control Quality Management System as utilized by USACE and other Federal Agencies.
- Experience with the USACE Resident Management System (RMS) 3.0.
- Knowledge of submittal management processes.
- Ability to interpret contract drawings and specifications.
- Strong verbal and written communication skills.
- Proficient in Microsoft Office Suite (Excel, PowerPoint, Outlook, Word, etc.).
- American Concrete Institute (ACI) Certifications are preferred.
Physical Requirements
- Ability to traverse and inspect all areas of the job site in various weather conditions, which may include walking, climbing, reaching, bending, crouching, kneeling, crawling, or stretching.
- Capability to lift up to 50 pounds.
