Position Overview

This role is situated within the Department of the Treasury, specifically in the Departmental Offices (DO), under the Office of Terrorism and Financial Intelligence (TFI), and the Office of Intelligence and Analysis (OIA). The primary objective of this position is to serve as a counterintelligence (CI) analyst, focusing on the research and evaluation of CI risks that may impact the Treasury Department.

Key Responsibilities

In accordance with 50 USC 3024 (v), and with the agreement of the Director of National Intelligence and the Director of the Office of Personnel Management, this position is established in the excepted service as part of the Intelligence Community within the Department of the Treasury.

The following responsibilities are expected at the GS-13 level. If selected at a lower grade, you will have the chance to learn and be trained to perform these duties effectively:

As a Counterintelligence Analyst, your tasks will include:
  • Conducting comprehensive research and analysis on foreign intelligence threats to the Treasury Department.
  • Generating all-source CI evaluations to support Treasury initiatives, including supply chain risk management (SCRM) efforts.
  • Collecting and interpreting data from diverse sources to assess foreign adversary intentions and capabilities.
  • Reviewing collection needs and assessing intelligence reports.
  • Providing analytical support for multidisciplinary CI challenges, operational tasks, and awareness initiatives.
Employment Conditions

Essential Requirements:
  • Must be a U.S. Citizen or U.S. National.
  • A two-year trial period may be necessary.
  • Must possess or be able to obtain and maintain a Top Secret security clearance through a Single Scope Background Investigation (SSBI).
  • Must qualify for Sensitive Compartmented Information (SCI) access.
  • Must successfully complete a background investigation.
  • All new hires must adhere to federal ethics regulations, which may involve a review of financial or other interests to identify any potential conflicts with official duties.
  • Complete a Declaration for Federal Employment to assess suitability for Federal employment when requested by the agency.
  • Ensure salary is directed to a financial institution of your choice via Direct Deposit/Electronic Funds Transfer.
  • If a male applicant born after December 31, 1959, certify registration with the Selective Service System or provide exemption proof.
  • Undergo a Personal Identity Verification (PIV) process requiring two forms of identification from the Form I-9.
  • Obtain and utilize a Government-issued charge card for business travel.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually thereafter.
  • Undergo income tax verification.

Qualifications

Specialized Experience for GS-11: To qualify for the GS-11 level, you must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service.

Specialized experience includes:
  • Researching, interpreting, and analyzing information from various sources;
  • Composing reports, assessments, studies, or presentations;
  • Participating in or contributing to meetings and discussions.
Specialized Experience for GS-09: To qualify for the GS-09 level, you must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service.

Specialized experience includes:
  • Researching, interpreting, and analyzing information from multiple sources;
  • Composing reports, assessments, studies, or presentations.
