Job Summary

We are seeking a highly skilled and experienced Community Development Analyst to join our team at Bexar County, TX. The successful candidate will be responsible for researching and analyzing applications for infrastructure improvement projects, public service, and community improvement projects.

Key Responsibilities
  • Monitor Community Development Block Grant (CDBG) and HOME project development, construction, and payment records to ensure compliance with Federal regulations.
  • Conduct interviews with contractors and contract employees to ensure payment according to government guidelines and legislation.
  • Compile statistics and write forecasting plans and performance reports for the Comprehensive Affordability Strategy, Emergency Shelter Grant, and Home Partnership Projects.
  • Prepare application analysis information for CDBG and HOME eligible projects funded by Commissioners Court.
  • Draft agreements, requests for proposals, contracts, and project documents for review by the District Attorney's Office and approval by Commissioners Court.
  • Attend meetings with architects, public service agency directors, contractors, engineers, and County officials.
  • Process all contractor payments, Housing and Urban Development (HUD) forms, and funding applications.
  • Monitor project operating and capital budgets.
  • Participate in public information workshops, hearings, and door-to-door canvassing regarding program eligibility.
Requirements
  • Graduation from an accredited college or university with a Bachelor's Degree.
  • Two (2) years' experience in project management, including construction and/or the provision of public services by community-based or non-profit social services agencies.
  • Good knowledge of project and program administration, including the review and evaluation of construction invoices, requests for payment/reimbursement, and project awards/budgets.
  • Skill in communicating effectively, both verbally and in writing.
  • Ability to organize and report information; ability to communicate effectively with hostile, abusive, or irrational individuals.
  • Ability to operate personal computers, typewriters, and basic office equipment.
  • Ability to establish and maintain effective working relationships with co-workers, County employees, outside organizations, and the general public.
Working Environment and Physical Demands

Constantly working in indoor conditions with local area travel. Occasionally moves items weighing up to 10 pounds. Occasionally moves about the office. Frequently communicates with others; must be able to exchange accurate information. Constantly operates a computer and other office productivity machinery. Positions self to perform essential functions. Must be able to remain in a stationary position.
