Position Overview

We are looking for a skilled Business Financial Management Analyst at a mid to senior level to deliver expert financial analysis, accounting, and business services that bolster operational efficiency.

Key Responsibilities
  • Provide forensic accounting assistance.
  • Offer consulting services aimed at enhancing financial management and accounting practices.
  • Advise on strategies to improve overall financial health.
  • Monitor, validate, and report on commitments, obligations, costs, and expenditures.
  • Draft and prepare program budget planning, programming, and execution documentation, utilizing data supplied by the Program Office.
  • Create briefing materials, issue papers, point papers, and ad hoc reports based on Program Office data.
  • Record and manage financial transactions and documentation within the appropriate financial and document management systems.
  • Draft funding execution documents, analyze program financial transactions, and prepare obligation and expenditure phasing plans using program resources and financial data.
  • Process cost transactions in financial systems and assess contractor cost reports for accuracy and reasonableness.
  • Conduct data extractions and develop tools to visualize, manipulate, and integrate data from Navy financial management systems.
  • Support the annual Program Objective Management (POM) process and provide strategic recommendations for addressing budget shortfalls.
  • Collaborate with acquisition personnel to ensure precise data reporting and fiscal accountability.
  • Assist in the development of the Government's annual Program Office Task Planning Sheets (TPS) for funding execution.
  • Support policy and process documentation, including review and configuration control.
Qualifications

The ideal candidate will possess one of the following qualifications:

  • A bachelor's degree in a relevant field with a minimum of five years of professional or internship experience, OR
  • A master's degree in a relevant field with at least two years of professional experience, OR
  • No degree but with a minimum of eight years of demonstrated experience in the relevant task area.

Additional requirements include:

  • Ability to obtain and maintain a Secret level clearance, with a fully adjudicated Secret clearance preferred.
  • Must be a US Citizen.
  • Experience with Navy CDRL / Contract Acquisition is preferred, though training will be provided.
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, and Word).
  • 4-7 years of experience with Navy financial management systems, particularly Navy ERP and NEPS, is advantageous.
  • Familiarity with the Program Objective Management (POM) process is preferred.
Compensation

The estimated starting salary range is $70,000-$100,000 annually, which serves as a general guideline for the geographic location. When extending an offer, considerations such as work experience, education, skill level, and market factors will be taken into account, which may result in an offer outside of this range.
