About the Role

We are seeking an experienced Engineering Project Manager to join our team at the City of Bainbridge Island. As a key member of our Public Works Department, you will be responsible for managing public works capital projects and programs, ensuring they are delivered on time, within budget, and to the required quality standards.

Key Responsibilities
  • Manage project design and construction elements with user groups, other affected City departments, non-city agencies, and the public.
  • Participate in pre-development plan submittal conferences and oversee development and review of engineering plans and specifications for approved capital projects.
  • Perform construction project management work, including administration of construction contracts, attending project review meetings, and coordinating construction inspection activities.
  • Develop requests for proposals or qualifications and evaluation criteria for selecting consultants and construction contractors.
  • Coordinate the preparation of program reviews and periodic updates of comprehensive plans for various public infrastructure systems.
  • Assist in or be responsible for obtaining environmental permits for capital projects and monitor compliance with federal, state, and local regulations.
  • Control project costs, monitor budgets, and payments to consultants and contractors.
  • Interface with other public entities and utility organizations to plan and coordinate City capital project work.
  • Research and prepare technical and administrative written and verbal reports, updates, and project and program status to management, council, citizens, regulatory agencies, and other interested parties.
Requirements
  • A bachelor's degree in construction management or civil engineering and three years of progressively responsible engineering and project management experience.
  • Knowledge of principles and practices of civil engineering, methods and techniques used for planning and engineering studies, project design, construction, and project coordination.
  • Ability to quickly grasp new techniques, deal with rapid changes in priorities, and remain calm and effective in difficult situations.
  • Ability to research, analyze, understand, and implement technical data, including preparation of accurate drawings, specifications, and cost estimates.
  • Ability to develop complex bid specifications and contract documents.
  • Ability to prepare simple working drawings, specifications, as-built drawings, and graphic presentations.
  • Ability to understand and interpret blueprints, plans, technical specifications, and code requirements.
  • Ability to identify design and construction errors and concerns and recommend solutions.
  • Ability to maintain current knowledge of technological advances in the field.
  • Ability to work independently or as a team member and meet required schedules and deadlines in a timely, efficient, and effective manner.
  • Ability to prepare complete and accurate reports.
  • Ability to prioritize, organize, and plan work effectively despite interruptions.
  • Ability to operate and have a general working knowledge of personal computers, telephone communications equipment, and other standard office devices.
  • Ability to support and model the identified vision, values, and behaviors of the organization.
  • Ability to establish and maintain effective working relationships.
  • Ability to use initiative and independent judgment within established procedural guidelines.
  • Ability to operate a personal computer utilizing a variety of standard and specialist software.
  • Ability to communicate effectively both orally and in writing.
