Job Title: Senior IT Project Manager

We are seeking a highly skilled Senior IT Project Manager to lead the planning and implementation of a statewide IT project for the North Carolina State Laboratory of Public Health (NC SLPH).

Job Summary:

The successful candidate will be responsible for managing the project from initiation to closure, ensuring timely and within-budget delivery of the project. This includes developing and maintaining detailed project schedules, budgets, and monitoring expenditures, as well as managing scope, resources, timelines, costs, quality, communication, and procurements to meet the goals of the State.

Key Responsibilities:

  • Develop and maintain detailed project schedules, budgets, and monitoring expenditures
  • Manage scope, resources, timelines, costs, quality, communication, and procurements to meet the goals of the State
  • Lead and perform hands-on analysis of the business and technical environments, and write procurement documents
  • Work with vendors to manage contract deliverables, oversee all vendor activities to ensure that all milestones are met
  • Establish project governance, conduct formal presentations, coordinate with all project stakeholders, and ensure that appropriate project controls are instituted
  • Serve as an IT project liaison to the business client
  • Work with business stakeholders to develop necessary project management, change management, risk management, rollout, and training plans
  • Work with the technical team to ensure technical readiness during implementation and supervise implementation activities
  • Develop and maintain all required State CIO project documentation

Requirements:

  • Results-oriented individual with a strong work ethic
  • Excellent IT Project Management, negotiation, communication, and problem-solving skills
  • Ability to lead effective project meetings tailored to the audience
  • Proficiency in project management, agile, scrum, and kanban software tools
  • Strategic planning skills with a good understanding of roadmap development
  • Ability to write and present effective project materials, including presentations and status reports
  • Ability to work effectively with all levels of staff, clients, and other IT personnel
  • Proven experience working collaboratively with business/program partners
  • Ability to effectively identify and resolve system or business process/project issues
  • Ability to build, influence, lead, and motivate effective teams towards end results
  • Flexibility, adaptability, and ability to work in a high-demand dynamic environment
  • Strong analytical skills
  • Strong written and oral communication skills, including development of project materials
  • Experience writing Procurement documents (RFP/RFQ) and technical artifacts
  • Experience as a Project Manager on a cloud-based implementation project is a plus

Preferred Qualifications:

  • Candidate with PMP Certification. Agile/Scrum Master certification is a plus
  • Experience managing or supervising legacy system upgrade and/or replacement projects
  • Experience collaborating with State and Local Government
  • Experience with public health lab system and programs
  • Experience planning and managing data conversion activities
  • Experience building rollout plans
