Regional Business Services Manager

As a Regional Business Services Manager at the Texas Department of Aging & Disability Services, you will play a pivotal role in ensuring the smooth operation of our regional client service programs. Your primary responsibility will be to coordinate and execute administrative support services for all HHS agency programs within a specified geographic area.
The ideal candidate will have excellent organizational skills, with the ability to manage multiple tasks simultaneously and prioritize accordingly. You will be responsible for conducting facility reviews, identifying and resolving emergency and routine building problems, and ensuring compliance with building regulations and safety codes.
Furthermore, you will develop specifications for services and manage service contracts for regional offices, including janitorial, security, and maintenance services. Your expertise in contract management and procurement will be essential in ensuring that our facilities are well-maintained and our programs are delivered efficiently.
In addition to your technical skills, you will possess excellent communication and interpersonal skills, with the ability to build strong relationships with internal and external stakeholders. Your problem-solving skills and ability to think critically will be essential in resolving conflicts and implementing effective solutions.
As a key member of our team, you will be responsible for planning, assigning, and supervising the work of other support staff. Your ability to work independently with limited supervision and exercise sound judgment will be critical in ensuring the success of our programs.

- Essential Job Functions:
- Attend work on a regular and predictable schedule in accordance with agency leave policy and perform other duties as assigned.
- Conduct regular scheduled visits to local/field offices to perform facility reviews and ensure compliance with building regulations and safety codes.
- Develop and implement policies, procedures, and special projects to improve RAS service delivery or meet regional program needs.
- Assign and oversee work of other support staff in Business Services.
The ideal candidate will possess the following knowledge, skills, and abilities:
- Knowledge of:
- Local, state, and federal laws and regulations relevant to business services, facility operations, contract management, and procurement.
- Principles, practices, and techniques of facility management, contract development and management, leasing, and state purchasing.
- Programs of the Texas Health & Human Services agencies.
- Skills:
- Planning, organizing, implementing, and evaluating large multi-faceted projects and program support activities.
- Effective communications, including negotiating, resolving conflicts, consulting, training, and preparing reports.
- Use of standard agency computer hardware and software, including Microsoft Office Suite.
- Abilities:
- Managing multiple tasks with competing deadlines and producing quality deliverables in a timely manner.
- Responding to emergency situations and taking corrective action to resolve situations.
- Identifying problems, evaluating options, and implementing effective solutions.
- Communicating effectively orally and in writing.
- Exercising sound judgment and making decisions in accordance with established policies and procedures.
- Establishing and maintaining effective working relationships with customers, peers, management, and external contacts.
- Traveling locally and across the state, which may include overnight stays.
