Position Overview

The Regional Manager for Affordable Housing Portfolio is tasked with overseeing a designated collection of properties as assigned by FPI Management. This role is pivotal in upholding all policies, procedures, and internal operations established by FPI Management. The Regional Manager will be responsible for the comprehensive management of the properties within their portfolio, ensuring alignment with client expectations based on operational budgets and management agreements.

Key Responsibilities
  1. Ensure adherence to all Equal Housing Opportunity and Affirmative Fair Housing regulations.
  2. Oversee compliance with LIHTC and/or Section 8 policies and procedures.
  3. Supervise the LIHTC Application and Annual Recertification processes.
  4. Guarantee compliance with regulatory and funding requirements, contracts, and reporting obligations.
  5. Conduct thorough file reviews, physical inspections, and liaise with regulatory agencies.
  6. Perform semi-annual inspections as mandated.
  7. Prepare annual operating budgets for submission to clients and properties.
  8. Monitor project budgets and marketing efforts to maintain awareness of the financial status of each property, alerting management of any necessary adjustments.
  9. Complete and submit the monthly/quarterly Property Manager Checklist punctually.
  10. Provide recommendations for rent and concessions based on market conditions.
  11. Ensure all properties maintain the necessary documentation, leases, resident certifications, and other required forms.
  12. Maintain properties to FPI standards, focusing on unit turnover, curb appeal, and cleanliness.
  13. Review vacancy rates, availability, and turnover metrics.
  14. Analyze monthly operating statements, budget reports, and other financial documents to ensure budgetary compliance.
  15. Monitor service requests for completion and resident satisfaction.
  16. Maintain a professional demeanor in all interactions with employees, clients, and residents.
  17. Provide training and support to staff to enhance productivity.
  18. Respond to inquiries from residents, clients, and vendors within a 24-hour timeframe during the workweek.
  19. Participate in recruitment activities and make informed hiring decisions for on-site positions.
  20. Ensure all training requirements for the position are met and that site employees fulfill their training obligations.
  21. Continuously evaluate the performance of on-site personnel, ensuring proper documentation of employee communications and counseling.
  22. Ensure compliance with all safety policies and procedures.
  23. Maintain effective communication with clients and supervisors to meet client objectives.
Additional Responsibilities
  • Consistently enforce community rules and FPI Standard Operating Procedures.
  • Adhere to all Fair Housing Laws and FPI policies.
  • Promote a professional image by following the company dress code.
  • Conduct oneself in a professional manner when interacting with employees, residents, clients, vendors, and guests.
  • Fulfill all training requirements for the position.
Qualifications

Minimum Requirements:
  • At least 3 years of experience with affordable housing programs, including LIHTC and HUD programs.
  • Relevant affordable housing accreditation or designations.
  • A minimum of 2 years in a leadership role within property management.
  • High School diploma or equivalent; a college degree in a related field is preferred.
  • Certification from an accredited organization is preferred.
  • Valid Real Estate Salesperson License as required by state law.
  • Valid Driver's License and a good driving record.
  • Proficiency in English, both written and spoken.
