KEY RESPONSIBILITIES

This role provides essential support to the Chief Financial Officer and Deputy Financial Officer by executing accounting tasks in alignment with established accounting standards.

This includes ensuring adherence to relevant regulations through thorough examination, analysis, and interpretation of accounting systems, records, and reports.

Responsibilities encompass various areas such as cost accounting, system accounting, and federal fund accounting, alongside general accounting duties including payroll management, petty cash oversight, credit card transactions, accounts payable/receivable, financial analysis, and assisting in the formulation of the department's annual budget.

Additional tasks involve accounting and financial reporting for federal and state funds in accordance with grant regulations. This includes maintaining the general ledger, reviewing payroll transactions, and preparing year-end accounts payables, journal entries, and addressing discrepancies.

Process journal entries and voucher payments in the financial management information system (FMIS). Document transactions in tracking sheets.


Conduct reconciliations for bank accounts (including working fund, operating accounts, and petty cash) and submit reports related to these accounts.

Review and track submissions for processing: Expense Reports, Credit Card Activity, Fund Requests, and Outstanding Warrants.

Monitor Grant Activity using Excel spreadsheets and Google Tracking Sheets, detailing awards, fund requests, and payments.


Assist in processing various grants, including Federal Financial Participation (FFP) billing to the Department of Health.

Track payroll activities for both regular and contractual payrolls.

MINIMUM QUALIFICATIONS
Education:

A Bachelor's degree in Accounting from an accredited institution, supplemented by three credit hours in auditing.


Experience:

Two years of experience in examining, analyzing, and interpreting accounting systems, records, and reports in accordance with generally accepted accounting principles.

Notes

Candidates may substitute a Bachelor's degree with thirty credit hours in Accounting and related courses, including three credit hours in auditing, for the required education.

Applicants who qualified for the CPA examination prior to July 1, 1974 will be considered to have met the educational requirements.

Possession of a Certified Public Accountant certificate or a master's degree in accounting may substitute for one year of the required experience.

Professional auditing experience may also be substituted for the required experience.
Military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes may be considered on a year-for-year basis for the required experience and education.PREFERRED QUALIFICATIONS
Preference will be given to candidates with experience in:
- State of Maryland accounting and finance
- Working with state and federal grants
