About the Position

We are seeking a highly skilled and experienced Principal Engineer to join our team in the Engineering Division of the Public Works Department. As a key member of our team, you will be responsible for planning, performing, and reviewing the work of staff responsible for providing complex professional and technical civil engineering work.

Key Responsibilities
  • Prepare, design, and/or evaluate preliminary and final plans, cost estimates, and specifications for various City public works and private development projects.
  • Supervise employees and/or manage consultants and contractors, as necessary, and ensure that all aspects of projects are addressed and completed professionally.
  • Select, motivate, evaluate, and train assigned personnel, and provide and/or coordinate staff training.
  • Plan, prepare budgets, coordinate, design, inspect, and manage the construction of infrastructure projects, including roads, drainage, grading, buildings, water supply, parks, recreational facilities, and other related subjects.
  • Review private development proposals within the city, review and approve engineering calculations and survey calculations involved with private development proposals, prepare agreements between the city and private developers, and manage the encroachment permit process governing all uses within the public right of way.
  • Inspect and evaluate ongoing City public works projects to ensure compliance with plans and specifications, conduct surveys, and/or assist survey personnel in obtaining field data and conduct various tests for compliance purposes.
  • Manage environmental studies and coordinate with National Pollutant Discharge Elimination System (NPDES) requirements related to private development and public works projects, ensure compliance with all applicable regulatory requirements associated with the City's MS4 NPDES Program, perform field visits for construction inspections and illicit connections or discharges, and educate City Departments on storm water environment compliance issues.
  • Verify and maintain records and files and prepare comprehensive technical reports related to assignments.
  • Apply for and obtain permits and apply for and administer grants for Federal, State, and Local funding.
  • Monitor compliance of City public works operations with applicable regulatory agency requirements.
  • Coordinate work with other divisions, departments, agencies, and private entities.
  • Attend various meetings as a representative of the City's Public Works Department, such as City Council, Planning Commission, governing boards, the public, and others, address public relations needs, prepare agenda reports, contracts, presentations, and any other correspondence for regulatory agencies.
  • Perform various computer engineering support functions.
  • Prepare and monitor Requests for Qualifications (RFQ) and Requests for Proposal (RFP) for the solicitation, evaluation, and selection of engineering consultants, negotiate fees and determine the scope of work for complex engineering services contracts, prepare, review, and analyze bid documents, award construction contracts, schedule and attend pre-construction meetings, oversee and supervise staff in the management and administration of professional engineering contracts.
  • Manage all aspects of the Measure M Program, including but not limited to the Pavement Management Program, prepare reports, attend Orange County Transportation Authority (OCTA) meetings as necessary, apply for funding, and monitor all funding and billing requirements necessary to stay in compliance with OCTA programs.
