Job Title: Program Director

Job Summary:

Arcfield is seeking a highly skilled Program Director to lead our business operations and administration efforts. As a key member of our team, you will be responsible for providing leadership and working-level support to all facets of our contract, with a focus on business operations and administration.

Key Responsibilities:

  • Contract Management: Plan, direct, and schedule timely completion of all tasks described in the Statement of Work (SOW), using business management systems provided by the Sponsor.
  • Customer Liaison: Serve as the primary point of contact (POC) to the customer regarding contract costs, schedules, performance, and Business Operations support.
  • Resource Management: Perform consistent, routine oversight activities to ensure unified support and minimize unexpected delays.
  • Financial Management: Manage resources effectively, prioritize support, identify, and mitigate any gaps in service.
  • Organizational Conflict of Interest (OCI) Management: Actively monitor and mitigate situations that might raise concern of an Organizational Conflict of Interest (OCI).
  • Communication and Collaboration: Facilitate and support effective communication across functional teams, stakeholders, and mission partners, including drafting briefings, concept papers, white papers, and use cases, and facilitating collaboration and communication.
  • Program Budgeting: Responsible for all phases of the program budget.
  • Staffing and Talent Management: Prepare staffing plans, including skill and labor mix, to support contract operations. Responsible for recruiting, interviewing, and hiring staff. This includes performance evaluations and salary reviews for assigned staff and is responsible for the application of company policies.
  • Technical Direction and Supervision: Assign staff and provide technical direction as necessary to complete tasks. Monitor contract, subcontract, and funding; prepare forecasts of program financial performance. Develop and deliver required contract, departmental, project, and/or financial reports.
  • Training and Development: Train and supervise personnel.
  • Liaison with Vendors/Subcontractors: Serve as a technical liaison with vendors/subcontractors.

Qualifications:

  • Clearance: Must possess and be able to maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance with polygraph.
  • Education and Experience: Proficient in project and business management principles; strategic planning, leadership, finance management, project lifecycle management, resource allocation and recruitment, critical thinking, and problem-solving. Bachelor's degree in business administration, finance, systems engineering, or another relevant business or technical discipline. Bachelor's (or equivalent) with 8 years of experience or a Master's with 4 years of experience.
  • Experience: Experience managing federal contracts; 8 years of project management experience, of which includes 4 years of experience managing contracts for government customers within the Intelligence Community.
  • Communication Skills: Excellent public, small group, and written communication skills.

Desired Qualifications:

  • Education: Master's degree in business administration, finance, systems engineering, or another relevant business or technical discipline.
  • Experience: One (1) year of experience supporting a Sponsor project that operates within a Working Capital Fund arrangement.
  • Business Systems Experience: Experience using the Sponsor's business systems, such as BASIS, CAPTURE Billing, CAPTURE Contracts, SLA Workflow, and/or Workforce Management System (WMS).
  • Certifications: Certified in project management.
  • Data Visualization Tools: Experience using data visualization tools, such as Tableau or Microsoft Power BI.
