Job Title: Mental Health Program Specialist 2

Join the New York State Office of Mental Health (OMH) as a Mental Health Program Specialist 2 and contribute to the development and implementation of mental health services in New York State.

Job Summary:

The Mental Health Program Specialist 2 will provide technical assistance, case consultation, and support to licensed or designated providers on complex cases. The incumbent will also represent OMH in key stakeholder meetings with Article 28 mental health emergency departments, CPEPS, and community-based provider organizations.

Key Responsibilities:
  • Provide guidance to hospital and community providers/programs, responding to provider inquiries on service and programs.
  • Provide technical assistance, case consultation, and support to licensed or designated providers on complex cases.
  • Represent OMH in key stakeholder meetings with Article 28 mental health emergency departments, CPEPS, and community-based provider organizations.
  • Support programs in identifying and navigating resources, providing assistance with systems navigation.
  • Clarify standards of care for existing hospital activities/protocols regarding psychiatric admission and discharge and modifying or establishing new policies/processes/checklists as needed to create equity, systemic accountability, and standards for evaluation.
  • Serve as the liaison to state and local entities in promoting the delivery of evidence-based treatment.
  • Facilitate communication between various provider agencies.
  • Assist in providing program and operational information.
  • Identify and report on systems barriers, challenges, and problem areas.
  • Gather and monitor service, management, clinical, and quality of care data/statistics.
  • Identify policy issues and trends resulting from activities and advise supervisor and staff from OMH Quality Management regarding these issues.
Requirements:
  • A bachelor's degree in a qualifying field.
  • Three years of professional clinical or administrative experience in a federal or state-operated, licensed, certified, or funded mental health program.
  • A master's degree in a qualifying field can substitute for one year of specialized experience.
Preferred Qualifications:
  • Candidates with clinical background and/or prior hospital experience are preferred for these roles.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of NY HELPS, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
