Job Title: Deputy Project Director, Program Implementation

Management Sciences for Health (MSH) is seeking a highly experienced and skilled Deputy Project Director (DPD) to lead the implementation of a global supply chain and pharmaceutical management project. The successful candidate will provide senior management direction and oversight for all project field support buy-ins, ensuring the delivery of improved supply chain performance and government stewardship of the supply chain.

Key Responsibilities:
  • Provide senior management direction and oversight for all project field support buy-ins, including coordination with Country Portfolio Management Teams.
  • Identify, orient, coach, and mentor country directors and country leads.
  • Develop and manage project management procedures and tools aimed at facilitating and monitoring the quality and progress of program implementation in line with corporate quality standards.
  • Manage and oversee scoping, start-up, and close-out processes across field support buy-ins.
  • Coordinate with Technical, Strategic Information, and Communications Directors and teams to ensure timely, high-quality planning meetings, knowledge sharing, and peer learning across country teams.
  • Monitor implementation through regular check-in meetings with Country Portfolio Management Teams, Country Project Directors/Leads, and Global and Country teams.
  • Ensure appropriate coordination between Core and Field programs, as well as scaling up efforts and broad testing of tools and approaches in collaboration with Technical and SI Directors as necessary.
  • Provide periodic reports/presentations/updates on field programs to AORs and others as indicated.
  • Supervise CompTA Country Program Management team staff.
  • Facilitate and nurture excellent relations with consortium partners, providing managerial and programmatic guidance and oversight for optimal participation and efficient use of project resources.
  • Work closely with Technical, SI, Finance and Operations Directors to ensure high-quality capacity strengthening approaches, technical assistance, and reports, and administrative and financial support.
  • Collaborate with Finance and Operations teams to ensure successful field programs and compliance with USAID, host country government, and MSH requirements.
  • Travel as needed to countries for strategy development, workplan design, monitoring, reporting, and donor relations.
  • Contribute to project strategic and technical direction, management, staffing allocation, partner engagement, and leadership across all areas of the project.
  • Draft and/or contribute to USAID, partner, and other external communications and relationships.
Qualifications:
  • A master's degree in health, policy, management, supply chain management or related field or equivalent experience.
  • Excellent English oral and written communication; fluency in French is strongly preferred.
  • At least 15 years' experience working in Africa, Asia or Latin America on health or development projects; at least 8 years of which have been working in health systems strengthening or 4 of the 6 building block areas preferably with USAID.
  • Familiarity with the political, social, economic, and cultural context of global development programs, as well as the overall donor landscape.
  • Demonstrated in-depth knowledge of developing country health systems, with a strong focus on HIV, infectious diseases (TB, Malaria), RMNCH, resiliency and sustainability.
  • Demonstrated leadership capacity, strategic vision, problem solving, and ability to effectively build and sustain positive teams, working relationships, and partnerships with donor agencies, host country governments, partners and local teams.
  • A steady trajectory of increasing levels of managerial responsibility in directing multi-discipline development projects, preferably with USAID.
  • Proven expertise supporting and mentoring senior and junior staff to grow professionally.
  • Proven ability to manage all aspects of staffing including recruitment, promotion, retention, and dismissal, in a multi-cultural setting.
  • Proven success in managing field programs.
  • Ability to travel at least 30% time.
