Position Summary

The Payroll Officer is responsible for executing a range of administrative and clerical tasks associated with the management and processing of payroll for the Cherokee Indian Hospital Authority. This role ensures that the bi-weekly payroll is processed accurately and adheres to established protocols and timelines, guaranteeing that employees receive their compensation punctually and that all necessary reports are submitted on time.

Key Responsibilities

  • Possess a comprehensive understanding of tax regulations, including but not limited to: completion of Forms 941, 940, 945, W-2, W-3, and other related documentation.
  • Maintain familiarity with policies, procedures, and deadlines relevant to payroll reporting to ensure compliance with federal, state, and local regulations.
  • Review payroll records for accuracy, including employee additions and changes, ensuring all necessary approvals are obtained.
  • Guarantee timely processing of payroll checks for all employees, making necessary adjustments for new hires, terminations, and transfers.
  • Stay informed about tax withholding and FICA deposit deadlines to avoid penalties.
  • Manage the completion and submission of W-2 forms and ensure the correct transmission of magnetic media to the IRS.
  • Input payroll data into the Financial Management system accurately.
  • Examine biweekly time cards and pre-check reports for correctness.
  • Process payroll checks and reports in accordance with established procedures.
  • Prepare and submit all required payroll reports.
  • Request and distribute tax and payroll deduction payments to accounts payable.
  • Ensure timely deposits for state, federal, and other garnishments.
  • Prepare and file all necessary quarterly federal tax returns.
  • Handle manual checks and voids as required.
  • Maintain comprehensive records, files, and logs as necessary.
  • Adhere to established safety protocols and organizational policies.
  • Communicate regularly with HR to ensure accuracy in salary, wage, and benefit deductions.
  • Work independently while following the guidance of the Controller and established accounting procedures.
  • Exercise sound judgment in navigating various guidelines applicable to the organization.
  • Recognize and respond appropriately to various scenarios within established practices.
  • Handle precise data with care, ensuring accuracy to prevent internal discrepancies.
  • Engage with various stakeholders, including the Controller, HR, and employees, maintaining professionalism in all interactions.
  • Access sensitive payroll information, ensuring confidentiality is upheld at all times.
  • Demonstrate a high level of discretion when handling confidential information.
  • Maintain focus and attention to detail, particularly when entering and verifying data.
  • Perform physical tasks as required, including mobility and communication.
  • Exhibit strong customer service skills, ensuring all interactions reflect the organization's values.
  • Undertake additional responsibilities as assigned by the supervisor.

Qualifications

  • A Bachelor’s degree in Accounting or a related field, or a minimum of 10 years of payroll experience in a mid-sized organization.
  • At least ten years of experience in an accounting or finance role, specifically in payroll for an organization with a workforce of at least 150 employees.
  • Proficiency in accounting principles and practices is preferred.
  • Intermediate to advanced skills in spreadsheet and database software are required.
  • Ability to communicate effectively, both verbally and in writing.
  • Must possess a valid driver's license.

Access to confidential records is a critical aspect of this role. The Payroll Officer must ensure that all sensitive information is handled with the utmost discretion and in compliance with organizational confidentiality policies.
