KEY OBJECTIVES: The primary goal of this role is to lead and enhance the strategic and operational effectiveness of the Compliance and Quality Management division. This encompasses ensuring compliance with industry standards and regulations, spearheading continuous improvement initiatives, and nurturing a culture of excellence and accountability. The position requires leveraging data-driven methodologies to evaluate and enhance compliance effectiveness, drive ongoing improvement efforts, and achieve the intended outcomes of our programs.
RESPONSIBILITIES:
- Develop, implement, and revise policies and procedures at least annually, or as needed, to align with changes in federal and state laws, regulations, and standards.
- Create an annual compliance work plan that outlines the strategies for meeting compliance requirements for the upcoming year.
- Understand, interpret, and ensure adherence to local, state, and federal regulations, staying informed about regulatory changes and communicating them to relevant departments.
- Identify potential risks that may affect Northside's reputation, safety, security, and financial health. Formulate and implement policies and procedures to mitigate these risks.
- Assess the effectiveness of programs and initiatives to ensure they achieve desired outcomes. Utilize data-driven insights to enhance program implementation and success. Establish and maintain quality control systems to ensure Northside's services meet established standards. Monitor performance, recommend improvements, and implement necessary changes.
- Provide regular reports, at least quarterly, to the Northside governing body, chief executive, and compliance committee regarding the progress of the compliance program.
- Assist Northside in developing methods to enhance the efficiency and quality of services while reducing vulnerability to fraud, waste, and abuse.
- Investigate compliance-related matters independently, including designing and coordinating internal investigations, documenting findings, and pursuing corrective actions with all relevant internal departments and external entities.
- Design and implement an annual training program covering various topics, including risk areas, policies and procedures, roles of compliance officers and committees, internal reporting mechanisms for compliance issues, and billing requirements.
- Oversee the implementation of fraud, waste, and abuse prevention programs as applicable.
- Conduct periodic audits and monitoring activities as part of the annual compliance work plan.
- Recruit, manage, and develop staff to ensure effective performance in the daily operations of the compliance and quality management department, focusing on Northside's risk areas and organizational experiences.
REQUIRED SKILLS:
- Extensive knowledge and experience with legal requirements related to Medicaid, including the ability to implement programs designed to detect, prevent, report, and rectify instances of fraud, waste, and abuse.
- Strong interpersonal skills with the ability to negotiate effectively across various departments.
- Exceptional writing, relationship-building, and presentation skills.
- Analytical thinker with a keen attention to detail.
- Creative, strategic, and results-oriented, with the ability to thrive in a fast-paced environment while managing multiple relationships and projects.

- 6-10 years of experience in the not-for-profit sector, with in-depth knowledge of Office of Inspector General (OMIG) standards and regulations.
- Proven track record as a compliance manager.
- Thorough understanding of reporting and record-keeping procedures.
