Job Summary

Fort Bend County is seeking a highly skilled Procurement and Contracts Manager to join our team. As a key member of our Public Transportation Department, you will be responsible for overseeing all aspects of procurement and contract management, ensuring compliance with federal, state, and local requirements.

Key Responsibilities
  • Manage the department's federal procurement processes, ensuring compliance with all relevant regulations.
  • Coordinate approvals with FTA and/or TxDOT as necessary.
  • Participate in pre-bid meetings and work with Purchasing and County Attorney to ensure compliance with federal requirements.
  • Develop, implement, and monitor the DBE program, serving as the Department's DBE Liaison Officer.
  • Collect and report statistical data, review contracts and solicitations for DBE compliance, and analyze the County's progress towards goal attainment.
  • Manage department contractors to ensure projects are completed on time and within budget.
  • Ensure contract activities are carried out in accordance with federal, state, and local requirements.
  • Provide regulatory guidance to contracts, identify and address issues, and coordinate resolutions.
  • Directly supervise administrative staff, assign tasks, and provide training and guidance as needed.
Qualifications
  • Bachelor's or Associate's Degree in Business Administration or a closely related field.
  • Four years of job-related experience, with public transportation and DBE experience preferred.
  • Proven proficiency in oral and written communication skills.
  • Strong math and/or accounting and management skills.
  • Organizational skills and the ability to complete multiple tasks.
  • Strong interpersonal skills and the ability to deal effectively with the public, other employees, and elected officials.
Benefits

Fort Bend County offers a competitive salary range of $31.01 - $38.81 per hour, based on qualifications. All full-time and part-time employees are members of the Texas County District Retirement System (TCDRS). Full-time employees also enjoy a wide range of great benefits.
