Overview:

The Agency for International Development (USAID), Bureau for Latin America and the Caribbean (LAC), Office of Regional Sustainable Development (LAC/RSD) is dedicated to enhancing the stability and prosperity of the Western Hemisphere by empowering governmental and private sector capabilities.

On behalf of LAC/RSD, IBTCI is seeking a Program Analyst to deliver comprehensive program analysis and operational assistance for our initiatives. Key responsibilities encompass monitoring and facilitating responses to inquiries from Congress, the public, and interagency partners in collaboration with USAID personnel. Support may also be necessary in specialized technical domains to aid in project planning and execution.

Responsibilities:

Program Functions:

  • Assist program managers in the design, planning, execution, monitoring, evaluation, coordination, and reporting of activities to ensure efficient and effective implementation aligned with USAID objectives.
  • Contribute to the creation of program documentation, including waivers, authorization papers, action memoranda, and congressional notifications.
  • Organize and schedule program, portfolio, and strategic objective evaluations.
  • Prepare reports on activities, projects, programs, and country strategies.
  • Develop documents for the design of acquisition and assistance awards.
  • Conduct sectoral analyses and assessments to inform strategic approaches and the Project Development Document (PDD).
  • Review monitoring and evaluation (MEL) reports to ensure alignment with PDD strategic objectives.
  • Facilitate coordination with other donors, NGOs, civil society organizations, other USG agencies, Congress, media representatives, and government officials.
  • Draft responses to inquiries from USAID leadership, Congress, other USG agencies, the media, diaspora communities, and the general public.
  • Prepare memoranda, talking points, briefing documents, and official correspondence for senior leadership.
  • Assist USAID/LAC staff with report generation, information uploads, and requisitions in program management and financial systems.
  • Draft budget planning tables and justification documents for internal, inter-agency, and Congressional audiences.

Communication and Administrative:

  • Document meetings and official activities related to the LAC region, preparing memoranda, talking points, briefing documents, and official correspondence for USAID senior leadership.
  • Support the office during high-profile events, press requirements, and regional communication strategies.
  • Maintain a thorough understanding of development and foreign policy challenges in the LAC region, including information necessary for press strategies and messaging campaigns.
  • Monitor daily news media and social media related to the LAC region, recommending USAID messaging in response.
  • Proactively identify opportunities to engage in ongoing digital discussions relevant to strategic priority areas.
  • Track, review, and assist in the preparation of planning, authorization, and implementation documents, ensuring timely clearance and execution.
  • Prepare LAC/RSD staff and principals by assembling necessary documents for key meetings, events, and conferences, coordinating with office directors and relevant parties on briefers and pre-briefs.
  • Manage inquiries from the LAC/RSD office electronic mailbox, ensuring timely responses to public and media inquiries.
  • Communicate regularly with LAC Front Office staff to keep them informed of major meetings, scheduling changes, and deadlines.

Technical Advisory Functions:

  • Provide assistance with project planning and execution.
  • Offer technical advice on the feasibility, appropriateness, and value of proposed activities or modifications to activities.
  • Review and/or draft documents and correspondence for proper format, grammar, content, technical accuracy, and messaging prior to obtaining Bureau or Office leadership approval.

Qualifications:

Minimum Requirements:

  • Proficiency in Spanish.
  • Exceptional oral and written communication skills in English, with the ability to effectively engage with a diverse range of individuals.
  • Ability to work collaboratively in a team environment, manage multiple tasks, and demonstrate strong problem-solving, organizational, and time management skills.
  • Familiarity with Google and Microsoft applications (Gmail, Google Docs, Google Sheets, Google Slides, Excel, Word, PowerPoint) and Adobe, including the capability to create/edit PDF documents for electronic signature.
  • Capacity to manage multiple work streams efficiently.

Education:

  • A Bachelor's Degree in political science, public policy, international development/relations, or a related field, with a minimum of five years of experience in a public or non-profit setting that combines operational support with writing and electronic information and systems management; or
  • A Master's degree in one of the aforementioned disciplines, with a minimum of three years of experience in a public or non-profit setting.

Preferred Knowledge, Skills, and Abilities:

Working Environment: The role is typically performed in an office setting. Currently, the organization permits hybrid work arrangements.

Physical Requirements: This position is primarily sedentary, requiring the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This role does not entail supervisory responsibilities.

Travel: International travel may be necessary, potentially including travel to fragile or conflict-prone areas.

Work Authorization: Candidates must be authorized to work in the United States.
