About the Role:

The Intelligence Analysis Specialist plays a crucial role in supporting criminal programs within the Inspection Service, addressing issues such as mail fraud, narcotics, prohibited mailings, money laundering, and organized crime. This position involves providing analytical support to an investigative service center focused on narcotics and firearms trafficking, utilizing information from various sources to develop leads and comprehensive targeting strategies. The analyst will employ technological solutions to actively search, analyze, and prioritize information to identify high-value targets for investigators.

Key Responsibilities:

Intelligence Collection and Evaluation:

Gather and assess information from diverse sources, including agency databases, investigative tools, social media, online forums, the dark web, news outlets, and other publicly available data. Conduct a prioritized evaluation of this data to pinpoint critical and reliable information that reveals criminal activities, monetization methods, locations, accounts, services, travel patterns, email addresses, IP addresses, and other relevant behavioral data for attribution purposes.

Data Interpretation:

Analyze collected data to discern and interpret patterns and trends, assess data quality, and filter out irrelevant information. Present findings in clear, non-technical language through reports and presentations tailored to various audiences.

Documentation and Reporting:

Responsible for documenting and reporting analytical outcomes, creating visual displays and reports that effectively communicate the analyzed information, and disseminating data as required by assigned tasks.

Preliminary Investigative Support:

Assist investigators in developing intelligence for criminal cases. Prepare initial research for potential referrals, compiling essential background information, USPIS-sourced data, and intelligence from third-party sources, including commercial databases and law enforcement agencies.

Asset Identification:

Establish the necessary proof to seize and forfeit assets through civil, criminal, and administrative processes. Utilize compliance databases, such as the USPS Bank Secrecy Act Database, SWB Trac, and FINCEN, to identify and locate assets. Aid in the creation of subpoena content, review property/vehicle titles and liens, and conduct open-source searches for relevant financial data and asset ownership.

Minimum Qualifications & Skills:
  • Bachelor's Degree from an accredited institution in finance, information security, data science, intelligence, or related fields, along with a minimum of five years of experience in information review, analysis, research, and effective communication.
  • Experience in supporting criminal investigations is highly desirable.
  • General knowledge of federal statutes.
  • Experience in narcotics investigations.
  • Understanding of financial analysis and regulatory processes.
  • Familiarity with Bank Secrecy Act (BSA) data and the Southwest Border Transaction Record Analysis Center (SWB Trac).
  • Experience in tracking money laundering and structuring activities of transnational criminal organizations.
  • Extensive experience in data analysis and pattern interpretation using appropriate analytical techniques.
  • Proficiency in conducting research using internet and commercial/public databases.
  • Experience with mapping platforms such as ArcGIS.
  • Experience in phone toll analysis using PLX or PenLink.
  • Familiarity with analytical tools and visualization software, including i2 Analysts Notebook, Microstrategy, Tableau, and QLIK.
  • Ability to manage time-sensitive projects under pressure while multitasking effectively.
  • Foreign language skills, particularly in Spanish, are a plus.
