Key Responsibilities:


• Assessing specific risks, developing mitigation strategies, and establishing metrics


• Approving staffing and budget for the construction team


• Conducting constructability assessments throughout the design phase from initial design to final design


• Leading the development and implementation of the overall Design-Build scope, including Health, Safety, Environmental (HSE), and Quality Management Plan (QMP) components at all project management levels


• Overseeing WTP/WWTP General Superintendents, Project Engineers, and Quality Managers to monitor and document quality during construction


• Reporting to the Design-Build Manager to ensure the delivery of the entire contractual scope


• Assisting with inspections of WTP/WWTP site-civil construction, including the evaluation of water piping, sewage, drainage system installations, earthworks, grading operations, cathodic protection, and paving


• Monitoring the progress and execution of work plans by civil, structural, architectural, mechanical, electrical, and plumbing subcontractors


• Ensuring compliance of subcontractors' work with contract specifications, codes, standards, approved shop drawings, and manufacturer guidelines


• Reviewing subcontractor work plans and daily quality control reports


• Being present on-site during construction to ensure adherence to approved Design Documents


• Halting any non-compliant work and directing necessary corrections or replacements


• Certifying weekly that all work performed meets the requirements of the approved Design Documents and reporting any deficiencies


• Ensuring that the onsite Design-Build team is adequately staffed with qualified personnel


• Coordinating with the Quality Control Manager and inspectors for testing and inspections conducted by the onsite QC team


• Reporting any subcontractor or supplier issues related to non-compliance with the Design-Build Quality Management Plan


• Managing and verifying adherence to permit requirements


• Certifying shop drawing submissions for compliance with Design Document requirements


• Certifying payment invoices and change order scopes related to construction


• Certifying completion of Design-Build Work prior to requesting Substantial Completion


• Certifying completion of the entire Design-Build Work prior to requesting Final Completion


• Facilitating and participating in key project meetings, including preconstruction conferences, schedule orientations, daily progress meetings, commissioning meetings, and pre-acceptance tests

Qualifications:


• Bachelor’s degree in Engineering, Construction Management, or a minimum of 15 years of relevant construction project experience


• At least 10 years of experience in Design-Build projects related to water, wastewater, water resources, or conveyance


• Strong knowledge of pre-design and pre-construction processes, building systems, contract management, project delivery methods, team dynamics, and client relationship management
