Job Summary

We are seeking a highly experienced and skilled Wastewater Treatment Operations Manager to oversee the administration and direction of our wastewater treatment operations at an assigned facility or facilities.

Key Responsibilities
  • Represent the District in a regional capacity with various joint powers authorities and local member agencies in the development and implementation of regional facilities to support current and long-term wastewater treatment and recycled water production activities.
  • Participate and support District-wide planning functions, including preparation of infrastructure master plans, long-range financial planning and budget development, and other strategic planning efforts.
  • Participate in the formulation and implementation of departmental policy, planning, and strategy development, utilizing technical expertise to make recommendations in the development and application of new methods and processes to achieve higher efficiency, quality, and innovation in department work processes.
  • Ensure treatment standards and goals are achieved through the effective operation and maintenance of facilities and equipment, making recommendations to governing bodies or contract operators as necessary.
  • Actively collaborate with other District departments, governmental agencies, contractors, and consultants regarding wastewater operations, including the design and construction of new facilities, and the expansion/renovation of existing facilities.
  • Conduct or assign operational analyses relating to wastewater operations, identifying problems, determining analytical techniques, and obtaining necessary information and data for analysis.
  • Coordinate with internal operations and engineering staff to manage and assess the operation of land outfalls and major trunk sewers.
  • Develop and review reports and memoranda relative to the District's wastewater facilities and operations, presenting relevant information to Executive Management and the District's Board of Directors.
  • Review and recommend necessary resources, staffing needs, and structure, and strategies to achieve program goals and objectives.
  • Manage the performance of assigned staff, including interviewing and selecting new staff, establishing performance requirements and personal development targets, and regularly monitoring performance and providing coaching for performance improvement and development.
Qualifications
  • High school diploma or equivalent certificate.
  • Minimum of ten years of field experience in the operation of a wastewater treatment facility, including at least five years of experience at a senior or supervisory level.
  • Equivalent to a bachelor's degree from an accredited college or university with a major in public administration, chemistry, biology, civil, mechanical, or chemical engineering, or a related field.
  • Strong background in wastewater and recycled water resources.
  • Possession of California State Water Resources Control Board (SWRCB) Wastewater Treatment Plant Operator Grade IV Certificate; Grade V is desirable.
  • Must maintain a valid California driver's license and a safe driving record.
Physical Qualifications
  • Must be able to effectively communicate orally and in writing with the District's Board of Directors, District management, staff, and the public in face-to-face, one-on-one, and group settings.
  • Regular use of a telephone for communication.
  • Use of office equipment such as a personal computer, copier, and facsimile machines.
  • Sit and/or stand for extended time periods.
  • Hearing and vision required to be within normal ranges.
  • Carry, push, pull, reach, and lift up to 50 pounds.
  • Read at, above, and below shoulder height.
  • Occasionally stoop, kneel, or crouch.
  • Sufficient manual dexterity required to operate equipment.
  • Position requires travel by automobile to conduct District business.
