Job Summary

The State of South Carolina is seeking a highly skilled and experienced Highway Maintenance Specialist to join our team. As a key member of our transportation infrastructure team, you will be responsible for ensuring the safe and efficient maintenance of our state's highways and bridges.

Key Responsibilities
  • Operate lowboy tractor/trailer to transport heavy equipment to job sites
  • Operate specialty equipment such as boom trucks, cranes, and snooper trucks
  • Assist with the sampling of materials and maintain preventative maintenance records on all equipment
  • Lead District Bridge construction crew and ensure crew operates efficiently to complete construction activities in a timely manner
  • Ensure work is in compliance with Occupational Safety and Health Administration (OSHA), Department of Health and Environmental Control (DHEC) and State of South Carolina policies and procedures
  • Perform administrative duties such as time and leave, Employee Performance Management System (EPMS), and disciplinary action enforcement
  • Supervise crew in construction and maintenance of bridges, read and understand bridge construction plans and specifications to produce a high-quality product
  • Assist with organizing manpower, equipment, and materials, and ensure equipment is properly maintained in accordance with established guidelines
  • Assist with completion of reports and forms, including asbestos survey, DHEC demolition request, soil borings, bridge construction reports, final construction reports, etc.
  • Perform work in the correction of bridge deficiencies and lead/supervise as assists crew members
  • Communicate with county Resident Maintenance Engineer (RME) and his/her designees throughout the district
  • Assist with maintaining necessary records on bridge construction projects, including reports on work production, materials used, pile bearing records, equipment hour and mileage usage, and daily work reports entered into Highway Maintenance Management System (HMMS)
  • Assist with requisitioning and payment of materials through proper procurement procedures
  • Assist with surveying and layout of new bridge for proper alignment, calculating correct pile lengths and bearing capacities, calculating cutoff elevations, and initial site visits for schedule creation
  • Assist with emergency and inclement weather operations, may include extended hours and/or 12 hour shifts
Requirements
  • Two and one-half (2.5) years of related work experience; or an approved acceptable equivalence in accordance with State Human Resources Regulations
  • A valid motor vehicle operator's license is required upon entry to the position
  • Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position
Working Conditions

The physical demands for the essential functions involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, and grasping. Must be able to lift up to 50lbs. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work hours outside the normal scheduled work week; especially during inclement weather and/or other departmental related emergencies.
