Job Overview:
The role involves a range of administrative support tasks related to recruitment, processing personnel actions, conducting orientation sessions, and managing exit interviews, as well as overseeing the submission of performance evaluations.

Key Responsibilities:
- Engage in activities associated with recruiting candidates for both non-exempt and exempt roles.
- Review submitted requisitions and create vacancy announcements. If necessary, place relevant advertisements in local media and reach out to educational institutions.

- Evaluate applications received and examine personnel files to identify eligible candidates based on minimum qualification standards. Prepare and process various personnel actions, including new hires, promotions, transfers, and classifications, utilizing the automated personnel system database.

- Conduct orientation sessions for new employees to introduce them to essential personnel policies and benefits.
- Facilitate exit interviews for departing employees.
- Administer the annual performance appraisal program, ensuring forms are forwarded to supervisors within the designated timeframe for submission.
- Review completed forms for accuracy and generate necessary reports.
- May assist in the clerical aspects of conducting annual wage surveys by contacting department managers and union representatives to identify individuals designated as data collectors.

- Draft correspondence to various organizations to solicit their participation and schedule appointments as needed.

- Compile statistical data to support report preparation and conduct research to gather required information, coordinating with managers as necessary.

- Collaborate closely with supervisors to maintain retention registers for individuals in affected areas.

- Based on determinations made by supervisors, prepare and draft notification letters.

- Implement the Status of Forces Agreement (SOFA) sponsorship program for relevant applicants, ensuring compliance with established provisions before referring applicants to selecting officials.
- Complete processing in accordance with established protocols.
- Type a variety of documents related to assigned functions, including forms, letters, messages, and reports.

- Maintain and organize correspondence within employee personnel files.

- Process workers' compensation claims as required, following established procedures.
- May coordinate and initiate travel arrangements for personnel on official assignments.
- Perform other related duties as assigned.

Qualifications:
- General Experience: Minimum of 1 year of general office clerical experience demonstrating the ability to perform clerical tasks effectively.

- Specialized Experience: At least 1 year of specialized experience requiring knowledge of the rules, regulations, procedures, and program requirements in one or more areas of personnel disciplines, such as staffing, benefits, or compensation.

- Education Substitution for Experience: Education completed at a college, university, or junior college above the high school level may be substituted for experience on a basis of one-half academic year of study for six months of experience.

- A business or technical school, or other comparable institutions above the high school level may also be considered, provided the curriculum included subjects such as business English, office automation, business mathematics, bookkeeping, or accounting.

- No credit will be granted for training focused solely on basic typing skills or refresher courses.

- Specialized Experience Substitution: For the first year of specialized experience, education successfully completed at a college, university, or junior college above the high school level may be substituted at the rate of one-half academic year of study for six months of specialized experience, provided the study included a minimum of six semester hours or the equivalent per year in subjects closely related to the personnel field.

- Relevant subjects include statistics, psychology, sociology, or other social sciences, English composition, journalism, public administration, personnel administration, industrial relations, or similar courses directly related to personnel management and organizational analysis.
