Job Summary

This vacancy is for an International Program Specialist in the Office of the Secretary, Office of the General Counsel, Commercial Law Development Program (CLDP) within the Department of Commerce.

Responsibilities

CLDP is looking for an energetic, innovative and results-oriented individual who will enjoy working in a dynamic, fast-paced and mission-driven organization as an International Program Specialist who will support CLDP's work on programs related to telecommunications and the information and communication technology (ICT) sector under the Digital Connectivity and Cybersecurity Partnership (DCCP), public procurement, public-private partnerships, competition, trade facilitation, sustainability and anti-corruption.

As an International Program Specialist, you will perform the following duties:

  • Serve as a liaison with government officials, regulators, judges, and other high-level diplomatic, community, and business leaders in foreign countries.
  • Assist attorneys with the design and implementation of technical assistance programs.
  • Assist with analyzing the impact of programs and writing reports to the U.S. Department of State and other government agencies identifying CLDP's activities and achievements.
  • Identify and secure the logistical support needed to execute technical assistance programs through multiple procurement mechanisms.
  • Develop, plan and prepare overall program budgets based on CLDP interagency agreements including tracking budgets as expenditures occur, notifying funding agencies of spending rates, and sending regular bills for CLDP programs.
  • Travel overseas to prepare and assist with implementing trainings, workshops and consultations.
  • Monitor federal regulations and departmental policies to ensure that all CLDP plans and expenditures comply with the relevant requirements.
Requirements

Security Clearance: You will be required to obtain and maintain a Secret security clearance.

Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Drug Test: Yes - Except as prohibited by law, all applicants tentatively selected for this position will be required to submit to a urinalysis to screen for illegal drug use prior to appointment, and if appointed the incumbent will be subjected to random drug testing procedures

Travel: This position requires international travel to developing countries 25% or less of the time
