About the Retirement Team

The Retirement Team consists of a collaborative group of attorneys and support staff who provide legal counsel to the Retirement Board and the San Francisco Employees' Retirement System (SFERS). This team is responsible for managing the City's retirement plans, which include overseeing investments, adjudicating disability benefit claims, and disbursing retirement benefits. SFERS serves approximately 75,000 members and manages assets totaling around $35 billion.

Position Responsibilities

The Deputy City Attorney will serve as general counsel to the Retirement Board and SFERS, with responsibilities that include:

  • Preparing and presenting disability retirement applications in administrative hearings and defending these decisions in court.
  • Providing legal advice on public agency benefits laws, including issues related to workers' compensation, survivor benefits, and guardianship matters.
  • Responding to requests for benefits information.
  • Drafting legislation related to retirement matters.
  • Reviewing contracts for legal compliance.
  • Conducting formal solicitations for external legal counsel.
Qualifications

Minimum Requirements:

  • Must be licensed to practice law in California.

Preferred Qualifications:

  • Four or more years of experience in civil or administrative litigation, particularly in workers' compensation or disability benefits.
  • Experience in advising on public benefits issues.
  • Strong oral and written communication skills.
  • Excellent drafting and negotiation abilities.
  • Capacity to manage a diverse caseload effectively.
  • Ability to work independently while exercising sound judgment.
  • Commitment to fostering a diverse and inclusive workplace.
