Job Overview

GENERAL STATEMENT OF DUTIES:
This role involves professional responsibilities related to both short-term and long-term urban development initiatives of a highly specialized nature. It necessitates a deep understanding of comprehensive land use and urban development principles and practices. The candidate must demonstrate flexibility, precision, the ability to manage multiple projects simultaneously, and effective communication skills with both public and private stakeholders.

KEY RESPONSIBILITIES:
The following functions represent the primary responsibilities of this position. Additional tasks may be assigned as necessary, provided they are similar in nature or logically related to the core responsibilities.


• Formulate, maintain, and revise the city's Master Plan of Conservation and Development along with other essential planning documents managed by the City Planning Department, including the Complete & Safe Streets Plan, Waterfront Master Plan, Affordable Housing Plan, and Climate Action Plan.


• Keep abreast of emerging trends, technologies, and best practices in urban and regional planning.


• Conduct research, analysis, and reporting on various social, economic, regulatory, and environmental data pertinent to a range of city projects.


• Develop innovative solutions to complex challenges and communicate these effectively to relevant stakeholders, including city departments, government officials, and community organizations.


• Create and execute comprehensive community outreach and engagement strategies to incorporate public feedback into planning processes; support the development of the Engage Bridgeport platform to enhance public input opportunities.


• Evaluate planning issues and documentation for completeness, accuracy, and adherence to established city policies, ordinances, and plans.


• Provide recommendations regarding the relevance and applicability of various city proposals in relation to established city plans, regulations, and objectives.


• Draft local, state, and federal grant proposals and permit applications; oversee grant-funded projects, ensuring compliance with all grant requirements and reporting obligations.


• Research and respond to inquiries from the general public, businesses, and other governmental entities.


• Proficiently utilize mapping software (GIS) to fulfill project-specific tasks.


• Perform additional duties as required.


ADDITIONAL RESPONSIBILITIES:


• Administrative and management tasks may be assigned as deemed appropriate.


• Attend meetings during evenings and weekends as necessary.


MINIMUM EDUCATIONAL AND EXPERIENCE REQUIREMENTS:


• A Bachelor's degree in Planning or a closely related field is required. A Master's degree in a relevant field is preferred.


• Two to four (2-4) years of direct planning experience in a professional setting.


KNOWLEDGE, SKILLS, AND ABILITIES:


• Ability to interpret and understand architectural, site, and construction plans and specifications, as well as analyze technical reports, plans, and regulations.


• Must possess strong interpersonal skills and the ability to communicate effectively with individuals at all levels of government and the public.


• Capability to create reports, graphs, charts, maps, etc., of a technical and complex nature in a format understandable to a targeted audience.


• Proficiency in various computer software applications, including Microsoft Word, Excel, and other Office applications; GIS experience is advantageous.


LICENSES AND CERTIFICATIONS:


• A valid Connecticut Driver's License may be required for transportation between various sites.
