Position Overview
The Electrical Project Engineer is responsible for overseeing and coordinating the functional authority for the planning, organization, control, integration, and completion of engineering projects within the designated area of responsibility. This role encompasses a variety of duties that are executed personally or through subordinate supervisors.

Key Responsibilities
1. Ensure timely project completion within budget constraints while achieving project objectives.
2. Manage specific phases of projects, including technical studies, product design, and preparation of specifications and technical plans.
3. Coordinate activities related to technical developments, scheduling, and resolution of engineering design and testing challenges.
4. Monitor expenditures to remain within project budget limits.
5. Prepare interim and final project reports.
6. Provide functional and technical support to manufacturing facilities to reduce production and maintenance issues.
7. Utilize engineering expertise to enhance equipment design, problem-solving, and quality improvement initiatives.
8. Participate in committees or task forces as necessary to support company objectives.
9. Serve as a technical advisor or project manager for PRC and key support projects.

Quality Management
Adhere to Total Quality Management (TQM) principles to ensure tasks are executed correctly on the first attempt. This includes establishing requirements and process maps to meet customer expectations effectively.

Project Development
1. Develop project scope, justification, and assess factory/company impact.
2. Prepare appropriations, including cost estimates, savings projections, and timing plans.
3. Manage cost controls, asset controls, and scheduling controls.
4. Supervise contractors involved in project management, potentially overseeing up to 50 personnel across various trades.

Technical Expertise
Maintain a robust repository of technical files, vendors, manufacturers, and engineering groups to address needs for new packaging methods or to identify applicable technologies and equipment.

Cost Reduction and Production Improvement
Actively engage in initiatives aimed at reducing operational costs and enhancing product quality. Develop projects to implement cost-saving and quality-enhancing techniques or equipment.

Capital Budgeting
1. Analyze and prepare appropriation requests for capital improvements and replacement of inefficient assets.
2. Collect and organize data for future capital improvements, maintaining a five-year capital spending budget.
3. Control the current fiscal year budget to meet factory needs while positioning for future requirements.

Qualifications
A Bachelor of Science degree in Engineering from an accredited institution is strongly preferred, along with a minimum of 3 years of full-cycle Project Engineering experience. A solid foundation in mechanical and hydraulic systems, packaging methods, materials, electronics, computer applications, and electrical systems is essential. Strong communication skills are necessary for effective presentations on technical matters to factory staff. Candidates should possess the ability to read, analyze, and interpret various business and technical documents, as well as the capability to write reports and manuals. Proficiency in mathematical operations relevant to engineering tasks is also required.

This position requires flexibility in scheduling, including the ability to work days, afternoons, midnights, and overtime as needed.
