Job Overview:

As a pivotal member of the Budget Department, the Budget Manager will engage in essential administrative functions related to program operations and fiscal planning. This role is responsible for overseeing a wide range of financial and budgetary activities for the city and its associated funding sources.

Key Responsibilities:
  • Administers the planning and execution of the city's annual operational and capital budget.
  • Collaborates with various departments and grant entities to facilitate effective budgeting.
  • Oversees departmental budgetary functions, including training and scheduling for staff.
  • Manages projections for revenues and expenditures.
  • Leads budget preparation initiatives and provides training for team members.
  • Participates in relevant conferences and hearings concerning the City budget.
  • Implements a citywide performance measurement program.
  • Assists with additional budgeting responsibilities as required.
  • Ensures that programs are delivered within established budgetary limits.
  • Maintains fiscal accountability and the operational budget.
  • Monitors budget allocations and forecasts for revenue.
Essential Competencies:

Knowledge:
  • Understanding of state and federal grant management processes.
  • Familiarity with supervisory principles and laws governing budgetary operations.
Skills and Abilities:
  • Ability to articulate ideas clearly and concisely.
  • Proficient in preparing financial reports and statements.
  • Capable of making high-level decisions and overseeing projects.
  • Effective communication skills in both English and Spanish.
  • Adept at establishing and maintaining positive working relationships.

Work Environment:
  • This position is primarily office-based with sedentary work requirements.

Minimum Qualifications:

Education and Experience:
  • Bachelor's degree in Accounting, Finance, or a related discipline.
  • A minimum of seven years of experience in governmental accounting, finance, or budget management.
Licenses and Certifications:
  • Valid Texas Driver License is required.
  • Background checks, school transcripts, and drug and alcohol testing may be conducted.
