Job Summary

Under limited direction, the District Engineer plans, supervises, and coordinates professional engineering work in support of complex projects for the District. This senior management level position serves as a manager of District planning, development, and capital project engineering projects, directing the work of subordinate and consulting professional and technical engineering staff. The District Engineer is responsible for the administration and supervision of the Engineering Department, coordinating activities between the Operations and Engineering Department.

Distinguishing Characteristics

This position represents the Engineering Department on the Management Team and is distinguished by the performance of complex planning and engineering duties, as well as broader project management and supervisory responsibilities. The District Engineer must have strong communication and writing skills, be able to build consensus, and represent the District in various concerns and interests. Incumbents work independently, seeking assistance only as new or unusual situations arise.

Key Responsibilities
  1. Plans, organizes, and directs designated activities in the Engineering Department, assigning, reviewing, and evaluating the work of staff for accuracy, suitability, and completeness.
  2. Coordinates the activities between the Operations Department and the Planning and Engineering Department.
  3. Serves as a member of the District's management team, participating in the development and implementation of District goals, policies, procedures, administrative planning, and problem resolution.
  4. Plans, coordinates, and supervises responsible planning and engineering work in connection with District Capital Improvement Program (CIP) projects, managing the design of engineering plans and specifications for the construction of water, wastewater, and other related improvements.
  5. Recommends District policies and implements programs and actions to maintain compliance with local, regional, state, and federal laws and programs related to water, wastewater, solid waste, and worker and public health and safety.
Requirements

A minimum of five (5) years of increasingly responsible professional management in public works and/or engineering experience performing duties at least comparable to a Deputy Public Works Director, Public Works Division Manager, Associate Engineer. Experience in municipal professional public works and/or water and wastewater is preferred. Registration as a Professional Engineer in the State of Texas is required.

Knowledge and Abilities

The District Engineer must have knowledge of principles, practices, and methods of civil engineering applicable in a municipal setting, including wastewater collection systems, water supply, treatment, storage, hydraulic model analysis, and distribution systems. The position also requires knowledge of budget development and long-term capital improvement planning, as well as principles and practices of personnel and contract management and Texas Contract codes.

Education

A Bachelor's degree in civil engineering or a closely related field is required.
