Position Overview:
We are seeking a skilled Procurement Manager for a leading transportation organization. This role is pivotal in overseeing the operational aspects of the procurement division.

Key Responsibilities:
- Oversee daily operations and ensure alignment with organizational policies.
- Independently plan and execute projects, providing regular updates on significant activities.
- Develop and manage the departmental budget, ensuring adherence to financial guidelines.
- Establish departmental objectives and goals.
- Implement and administer policies and procedures relevant to procurement functions.
- Strive for cost-efficiency in all departmental operations.
- Recommend personnel decisions including hiring, promotions, and salary adjustments.
- Facilitate ongoing training and development for departmental staff.
- Collaborate as a member of designated management teams.

Qualifications:
- In-depth knowledge of contracts beyond pricing negotiations.
- A combination of education and experience that equips the candidate with the necessary skills and knowledge.
- Educational qualifications may substitute for years of experience.

Preferred Background:
- A Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management, or a related field.
- At least four years of progressively responsible experience with a strong understanding of relevant state and federal regulations, including Oregon Purchasing Law and Federal Transit Administration guidelines.
- Supervisory experience is preferred but not mandatory.

Compensation:
Salary range: $94,000 - $130,000
